Job Summary:

The primary responsibility of this position is to evaluate and inform the academic performance of public schools, school districts, and the state as required both by the Every Student Succeeds Act (ESSA) and ARS 15-241. Through consultation with agency leadership and outside technical advisors, the holder of this position:
• Must develop and operationalize policies and business rules that comply with federal and state law. This requires interpretation of laws and regulations as well as oversight of the statistical modeling demonstrating the impact of policy choices under consideration;
• Oversees the Accountability and Research Team, including Program Specialists, Directors, Research Scientists, and Research Associates;
• Coordinates additional accountability and research needs across the agency;
• Interacts frequently with school officials to relay information regarding relevant laws, policies, and requirements;
• Supports the ability of public schools to conform to the mandated reporting requirements and interpret the information in their evaluations, drafts supporting technical documentation, and creates and presents information regarding the accountability systems to audiences at all levels of expertise;
• Provides cross divisional support of accountability related initiatives in the agency;
• Manages the development and reporting of recommendations to the State Board of Education and the agency.
• As a supervisor, this position will have duties including, but not limited to, oversee and direct daily work activities; conduct regular one-on-one meetings; provide coaching, mentoring and discipline as necessary; administer performance evaluations; manage schedules and leave requests; hire and train staff.
• In-state and out-of-state travel is required for this position.

Job Duties:

• Implementation of state and federal accountability determinations for schools, districts, and the state, and creation of school achievement profiles through the supervision of accountability support staff including application developers and technical researchers
• Develop, recommend, and operationalize policy and business rules for accountability purposes
• Consult with both internal and external technical advisors, school officials, and peers
• Communicate with educational stakeholders to explain ADE policy, statutory requirements, and assist in providing required information to comply with state and federal law
• Deliver information on accountability initiatives to school officials, State Board of Education, and the public
• Research and model the impact of policy alternatives for future modifications to accountability systems
• Meet public requests for accountability-related data and other information while complying with agency and legal requirements

Knowledge, Skills & Abilities (KSAs):

• Understanding of statistical methods, including regression analysis, hypothesis testing, and parameter estimation
• State and federal statutes, regulations, and guidance regarding school accountability
• Structure and governance of Arizona’s public school system
• Data collection, analysis, and management techniques including SAS, SPSS, SQL Server, Access, and Excel
• Educational measurement including criterion-referenced and norm-referenced assessments and academic growth modeling
• Position requires supervisory experience
• Applicants must have a minimum of one year experience with the duties that meet the knowledge, skills, and abilities that are closely related to those required by this position

Selective Preference(s):

Preference will be given to those applicants with:
• A Master's degree with 5-7 years of experience in a related field
• A Doctoral degree in education, education research, policy, or a related field
