Job Summary:

The Chief Financial Officer (CFO) is responsible for the overall planning and management of ACA’s financial systems, budgeting, internal controls, and financial compliance. The Arizona Commerce Authority (ACA) is a high-performance organization and multi-faceted state agency with a wide variety of arrangements requiring financial oversight. In addition to typical cash receipts and disbursement, ACA’s Accounting Team manages Intergovernmental Service Agreements, Federal grant reporting, grant payments, international transactions, and various other contracts. In addition, the ACA CFO will provide financial management for the Office of Economic Opportunity (OEO). With OEO, the CFO will interact regularly with General Accounting Office and the State Procurement Office at the Arizona Department of Administration.

The ideal candidate will be a credible, creative, and unifying leader who is deeply committed to the success of the organization and is able to make decisions that support the best interest of the entire organization while maintaining the accuracy and integrity of ACA’s financial systems. The candidate will be a team player with a positive, customer-focused orientation, an ability to deliver high-quality products in a timely manner, and an ability to be a strong contributing leader in the organization.

Job Duties:

-Provide leadership for the ACA and OEO Accounting Teams, setting strategic direction and ensuring compliance with ACA policies, GAAP, Government Auditing Standards, Federal financial requirement in the Code of Federal Regulations (CFR), and State of Arizona Accounting Manual (SAAM), as appropriate.

-Support senior management, department/budget managers, and program managers to ensure they have the financial information needed to properly perform their responsibilities.

-Establish and maintain the Funds in the accounting system ensuring proper segregation, accounting, and adherence to the restrictions and intended purpose of each Fund.

-Establish internal control policies and monitor adherence to ensure both safeguarding agency assets and the integrity of financial information.
Coordinate the preparation of financial statements, financial reports, and special analyses including preparing summaries for senior leadership and the Board of Directors.

-Oversee the preparation of the annual budget and monitor/report on budget compliance and variances.
Serve as the primary point of contact to the Audit Committee of the Board of Directors and with the independent auditors in the performance of ACA’s annual audit.

-Manage and support the accounting personnel focusing on accountability and staff professional development.

-Serve as executive sponsor for process improvement initiatives for the accounting department and actively participate in other process improvement initiatives throughout the organization.

-Interview, hire, train, supervise, manage performance, resolve issues, and evaluate team of exempt and nonexempt employees.


Knowledge, Skills & Abilities (KSAs):

An experienced “hands on,” detail-oriented leader and financial executive adept in strategic planning and execution. A well organized and self-directed individual that exhibits substantial analytical abilities, sound judgment, and effective problem solving with a strong operational focus. An intelligent and articulate individual that can relate to people of all levels of an organization and possesses excellent written and verbal communication skills. This is normally acquired through a combination of the completion of a Bachelor’s or Master’s Degree in Accounting or Finance and ten or more years of related experience. CPA designation is highly preferred.

Additional preferred skills may include:

-Proven success in a culture with high-performance expectations and personal accountability with a track record of developing processes and systems to maintain the accuracy and integrity of financial data.

-Experience with Fund Accounting and/or Governmental Accounting

-Government Auditing Standards

-State of Arizona accounting practice including AFIS accounting system

-Federal grant financial and reporting requirements

-Familiarity with Fund Accounting software (e.g. MIP Abila)

-Microsoft Office software proficiency, especially Excel

-Nonprofit accounting experience

-Experience in an accounting environment with multiple regulatory requirements


Selective Preference(s):

-A Bachelor’s or Master’s Degree in Accounting or Finance and ten or more years of related experience.

-Experience in an accounting environment with multiple regulatory requirements

-CPA designation is highly preferred.

Paid Time Off
The ACA allows employees Paid Time Off (PTO), which is a prescribed number of paid days off per calendar year without regard to the reason for the absence. PTO is accrued on a quarterly basis. Regular full-time employees meeting the minimum service requirement (see below) are eligible for PTO in accordance with the following schedule and guidelines:

ACA also offers a safe harbor 457(b) Deferred Compensation Plan with a variety of investment options. You may choose to defer a portion of salary contributions to the 457(b) as well as rollover money from other qualified plans. The ACA will match the first 4% of contributions.
