Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry is seeking a visionary CIO to lead our enterprise modernization. This is a unique opportunity for a builder to design a secure, future-ready IT ecosystem that directly empowers our mission through innovation, strategic governance, and people-first leadership.

Modernize Enterprise Infrastructure: Lead the end-to-end transformation of legacy systems into secure, scalable, and integrated digital platforms.

Champion Ethical Innovation: Drive responsible AI adoption, predictive analytics, and automation to enhance operational efficiency and data-driven decision-making.

Lead with Impact: Mentor and develop high-performing teams, fostering a culture of accountability, clarity, and continuous improvement.

Architect Resilient Governance: Establish robust IT policies, cybersecurity standards, and risk management frameworks that ensure strict regulatory compliance.

Strategize & Execute: Translate complex organizational requirements into actionable, budget-conscious roadmaps that deliver measurable, long-term outcomes.

Job Duties:

Your Contribution:

-Provide executive leadership for enterprise IT vision and modernization strategy.
-Set IT policies, standards, governance, and enterprise architecture to ensure interoperability and consistent delivery.
-Assess current environments and prioritize modernization to improve reliability and security.
-Drive adoption of modern platforms, including responsible AI, with ethical oversight, risk management, and compliance.
-Ensure enterprise digital services are secure by design and maintain operational resilience.
-Define measurable goals, KPIs, and executive reporting for modernization outcomes.
-Lead, mentor, and develop IT leaders and staff to foster innovation, accountability, and continuous improvement.
-Coordinate cross-functional and interagency efforts to align priorities and improve execution.
-Oversee enterprise applications, systems, and network/telecommunications operations, maintenance, and modernization.
-Support RFPs and procurement for acquisitions and major enhancements.
-Manage multiple modernization initiatives in coordination with AZ agencies and external stakeholders.
-Plan and manage the IT budget; optimize costs while balancing modernization and mission needs.
-Serve as ADCRR IT delegate to committees, task forces, and executive working groups.
-Support on-state business and other assigned duties.

Knowledge, Skills & Abilities (KSAs):

Knowledge/Skills/Abilities:

-IT modernization, cloud/hybrid infrastructure, and enterprise architecture.
-AI frameworks, predictive analytics, automation, ethical AI, and AI governance.
-Cybersecurity, IT compliance, and organizational IT policies.
-Budgeting/fiscal procedures, vendor and contract management.
-Ability to lead transformation, integrate AI solutions, evaluate technologies, and implement cybersecurity measures.
-Ability to identify vulnerabilities, mitigate risk, and resolve complex technology issues.

Selective Preference(s):

Bachelor’s degree in Information Technology or equivalent or Masters degree in a related field.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).
Enrollment eligibility will become effective after 27 weeks of employment.
