Job Summary:
 
 
The Assistant Director for the Information Services Division (ISD), reporting to the Deputy Director, is tasked with both procuring and overseeing all necessary information technology services to support the agency's administrative and programmatic operations. Additionally, this role has oversight of both Medicaid Enterprise System (MES) modernization efforts and the cybersecurity of all digital systems and data. The ISD Assistant Director serves as the Chief Information Officer.

Major Responsibilities/Essential Functions:

  • Oversee the secure design, development, and implementation of major projects for both Arizona and Hawaii. This includes the Medicaid Enterprise System (MES) modernization, ServiceNow, Reporting and Data Analytic needs, and other major projects.
  • Oversee the maintenance and support of internal systems, including but not limited to, Arizona Provider Enrollment Portal (APEP), Health-E Arizona Plus (HEAPlus), System Integrator (SI), Electronic Visit Verification (EVV), and the Prepaid Medicaid Management Information System (PMMIS) as well as the Hawaii Prepaid Medicaid Management Information System (HPMMIS).
  • Work with the Division of Business Finance (DBF) to ensure the Information Services Division (ISD) budget is managed, updated, and followed. ISD is also responsible for all Project Investment Justification (PIJ) and Center of Medicare and Medicaid Services (CMS) submissions and reporting.
  • Work with subordinate managers to update policies and procedures for both ISD and the agency, perform resource planning based on projects and workloads, and set direction for ISD resources. This includes responsibilities related to the agency’s Continuity of Operations Plan (COOP) and working with Arizona Department of Emergency.
  • Communication: In working with subordinate managers, ensure communication is happening both internally and externally for all IT related changes and services.
  • Maintain the relationship with key oversight agencies both within the state and at the federal level. Maintain the relationship with the state of HI. Maintain the relationship with key vendor partners.
  • Ensure the Governance, Risk and Compliance for the federal and state data AHCCCS owns and shares is adhered to. This includes working with internal stakeholders, auditing external stake holders, and ensuring the compliance of key systems.
  • In working with subordinate managers, ensure the agencies cybersecurity and data strategies are meeting state and federal standards.
  • Availability to respond to on-call situations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

  • State laws, rules, regulations, policies and practices, procurement relating to management information systems, budget development and strategic planning.
  • Federal laws, rules, regulations, policies and practices, specifically related to health care and the Medicaid program.
  • Business re-engineering concepts.
  • Medicaid and health care information systems, including Health Plan and Provider billing and operations.

  • Management and leadership techniques.

Ability to:

  • Interpersonal relations, as applied to interactions with the agency Assistant Directors and officials of other agencies and their employees.
Selective Preference(s):

Minimum:
Any combination of training and experience that meet the knowledge, skills, and abilities (KSA's) required; typical ways KSAs are obtained may include but are not limited to, a relevant degree (business, healthcare administration or a health-related field from an accredited college or university, coursework and/or work experience relevant to the assignment. Progressive experience in managing, motivating and leading high-level professionals.

Preferred:
5+ years of strategic IT management with experience in design, development, and implementation of major projects. Experience in cybersecurity.
