Job Summary:

Under the direction of the Deputy Director of Field Operations, the Chief Legislative Liaison and Lobbyist is the primary point of contact for state government elected officials.  The position provides leadership and coordination of the legislative process for the Department and maintains a confidential working relationship with the Deputy Director and Director, Department leadership team & personnel, Governor's Office & State Legislature regarding all legislative matters.

Job Duties:

- Establish, manage and maintain relationships with all branches of Arizona State Government, Department Leadership Team and personnel, stakeholders, and community partners. Negotiate and problem solve directly with the Legislature within clearly defined parameters established by the Director and Governor's Legislative Affairs staff. Routinely keep Director, Department Leadership Team, Agency Personnel, Governor's Legislative Affairs staff and key department stakeholders looped in on pending legislation and issues.

- Develop the Department's legislative package in consultation with the Deputy Director, Department Leadership Team and personnel and the Governor's Legislative Affairs staff, Draft, analyze, review and monitor legislation that may impact the Department, and community partners. Provide advice to the Department regarding actions on specific legislation and proposals. Advise the Director, Deputy Director(s) and Department staff on policy development, strategy and the legislative process.

- Represent the Department at legislative committee hearings and other meetings as designated, including testifying on legislation and Department programs and policies. Draft presentations to explain Department policies and associated state and federal laws. Participate in and represent the Department at internal and external meetings.

- Oversee and/or complete research and responses to legislative and constituent inquires, including tracking trends to provide recommendations for improvements to the appropriate programs. Manage and file Department's legal reporting for lobbyists as required by statute. Participate as a member of Department's Executive Leadership Team. Supervise legislative support staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Department's programs priorities and needs; applicable county, state and federal laws, and guidelines; state legislative processes, strategic planning processes and methods.

Skill in:
- Written and verbal communication and independent decision making; interpreting, analyzing, and explaining state federal laws and proposed legislation; establishing and maintaining critical relationships with key members of the Legislative and executive branches.

Ability to:
-Represent the Department and speak on behalf of the Director in a clear, concise manner; delegate effectively; identify critical issues and analyze complex legislation; influence relevant parties in order to effectively communicate the Department's legislative needs; apply LEAN concepts, principals and tools used to the create and deliver the most value from the customer's perspective while consuming the fewest resources, and engaging people in continuous problem solving.

Selective Preference(s):

- The ideal candidate possesses a Juris Doctorate (JD) from an accredited college or university and  is licensed attorney.
- Preferred management experience in a DCS position and/or experience as a lobbyist.

Pre-Employment Requirements:

Requires the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11 ). Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration. Mileage may be reimbursed, if applicable.
