Job Summary:

The Arizona Department of Administration (ADOA), Director's Office is seeking a highly skilled and experienced professional to join its leadership team as the Chief Legislative Liaison. This pivotal role serves as a key government liaison and policy advisor, representing and leading the department's engagement with the state legislature, executive entities, and other governmental agencies on critical policy and legislative priorities. Under the direct guidance of the Deputy Director, the Chief Legislative Liaison will be responsible for planning, directing, and managing the department's legislative interests. Duties include tracking legislation across eight divisions, preparing leadership for legislative testimony, and representing the department at key meetings with the Governor's Office, the Joint Legislative Budget Committee (JLBC), and the Joint Committee on Capital Review (JCCR). The ideal candidate will also manage special projects, providing comprehensive research and strategic recommendations to the Director's Office to support departmental goals and initiatives.

Job Duties:
  • Leads legislative affairs for the Department including acting as the designated agency lobbyist and liaison with the Arizona State Legislature, Governor's office and other federal, state, local and private entities. Works with the executive branch and the Director to formulate policy and provide feedback to the legislature on bills. Tracks legislative activity and speaks on behalf of the department on matters of legislative policy.
  • Oversees government affairs for the agency including working with and mentoring the Legislative Specialist and acting as the liaison with federal, state, local tribal and private entities; oversight of external agency reports; completion of assignments resulting directly from Executive Orders and enacted laws and agency policy documents and correspondence.
  • Develops and maintains effective working relationships with stakeholders and government organizations that interact with the department. This includes policy staff, lobbyists, and other entities that the department interacts with.
  • Serves as the Tribal Liaison for the department, and works with the Governor's Office of Tribal Affairs on issues related to tribal engagement.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Legislative processes, and who controls them.
  • The legislative makeup, and committee assignments.

Skills in:

  • Bill writing, amendment writing, and legislative research.
  • Strong organization and coordination skills.
  • Attention to detail.
  • Oral and written communications using various software including Adobe Acrobat, G-Suite, Microsoft Office, etc.

Ability to:

  • Work within a dynamic environment and manage multiple tasks at a given time to build strong relationships inside and outside of the organization.
Selective Preference(s):
  • Bachelor's Degree from an accredited college or university with a major in a related field and three years of experience in government/legislative affairs, policy advising, and/or public relations/communications.
