Job Summary:

The Utilities Division recommends thoroughly researched, sound regulatory policy and rate recommendations to the Commissioners, based on a balanced analysis of the benefits and impacts on all stakeholders and consistent with the public interest. We are seeking a Chief over our Utilities Engineering Section.

Job Duties:

You will lead a team of engineering professionals responsible for projects including Staff Reports and Testimony focused on the technical matters involving the operations of the utilities regulated by the Commission, in some instances with high public visibility. This involves day-to-day section management including assigning cases, training and coaching, and performance management. At the direction of the Commission, you will develop and implement major new programs related to utility regulation, participate in working groups, and make recommendations for the development and modification of Commission rules. This will involve presenting at Open Meetings, hearings and public forums, and testifying at evidentiary hearings.

Knowledge, Skills & Abilities (KSAs):

* Considerable knowledge of the application of federal and state statutes, rules and regulations, and policies and procedures of the Arizona Corporation Commission, Federal Energy Regulatory Commission, and the Environmental Protection Agency to docketed filings and special projects;
* Broad knowledge of the current issues in water/wastewater, electric, gas and telecommunications industries in Arizona, the United States and globally;
* Degree in engineering, economics, statistics, accounting, public policy, or energy-related field;
* Effective supervisory/management skills to delegate and direct work, and manage performance of subordinates
* Ability to analyze economic, operations, and financial data using various statistical methods;
* Ability to prepare written reports and present oral testimony that clearly explains and supports findings and recommendations;
* Excellent oral communication skills, including ability to testify in formal proceedings and making public presentations; and
* Proficient skills in MS Word, Excel, PowerPoint, and Access and statistical modeling.
