Job Summary:

This position assists with providing oversight and administration of small business & workforce development and Disadvantaged Business Enterprise (DBE) certification program initiatives utilizing ADOTs contract management systems. Responsibilities include maintaining accurate documentation, providing internal/external stakeholder guidance, and participating in small business and workforce development outreach, training, and education activities.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Program oversight and implementation of Federal and State program requirements that support workforce and small business initiatives to advance the highway transportation industry. This includes conducting oversight and monitoring of the Disadvantaged Business Enterprise (DBE) and On-the-Job Training (OJT) programs on federally funded construction and professional services contracts.

Analyze findings, document results, and develop written recommendations for corrective actions and other remedies for management review. Provide oversight and guidance to internal and external stakeholders. Execution and documentation of programmatic reviews within ADOTs contract management systems on federally-assisted contracts.

Review submitted certification applications for completion prior to assignment for eligibility determinations.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State program requirements that support workforce and small business initiatives in accordance with the regulations of the U.S. • Department of Transportation (USDOT), 49 CFR Part 26, 49 CFR Part 23, and the On-The-Job Training Program in accordance with 23 CFR part 230.
• Compliance, and oversight of construction and professional service contracts.
• Procurement process on construction and professional service contracts, or a related field is preferred.

Skill in:
• Effective internal/external communication, problem solving skills, planning and organization.
• Data management, analysis and report writing.
• Process improvement and standard work process principles, Identify data to be tracked and complete analysis to manage/achieve key performance metrics.
• Community engagement and outreach efforts.
• Effective time management.
• Creating, developing, coordinating, and delivering training and presentations to adult learners.

Ability to:
• Reason logically, accurately and recommend solutions.
• Read, comprehend and apply written material such as statutes, regulations, and other similar resource materials.

• Program Implementation and Monitoring Conduct prompt payment compliance
• Provide technical and programmatic assistance to users of ADOTs contract management system

Selective Preference(s):

Two years or more of professional experience in working with small businesses and community stakeholders.
Possess working knowledge or familiarity with FHWA, FTA, FAA, DBE, OJT requirements.
Experience working with small business, transportation, heavy civil construction, or other federal program management.
Experience in contract compliance, reporting, and customer service.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
