Job Summary:

The Arizona Department of Administration - Human Resources Division (Classification/Compensation Section) is actively recruiting a Class/Comp Statewide Consultant. The Class/Comp Statewide Consultant creates and maintains the State Personnel System (SPS) classification structure, including making decisions on job makeup, defining duties through classification specification, determining grade assignments, and determining salary structures. This position makes recommendations on SPS salary administration policy contained within the Compensation Guidelines. Educates leaders, peers, and the HR community on class/comp best practices through various means.

Job Duties:
  • Recommends the best classification structure for the SPS which may include the creation, consolidation, or elimination of job classifications within the state. Writes class specs, assigns appropriate grade levels, and determines the best number of job levels to promote statewide consistency and equity while balancing agency business needs. Makes FLSA determinations. 
  • Recommends grade assignments for new and existing job classifications by using a combination of market pricing and internal equity. Reviews salary structures and makes adjustments to pay ranges as appropriate. Performs various salary analyses by generating reports and manipulating data in spreadsheet applications. 
  • Assists in the development of class/comp policy within the SPS. Modifies and enforces the Compensation Guidelines and makes recommendations for changes to the Personnel Rules respective to functional area based on business needs, industry trends, fiscal limitations, political appetite, and what's in the best interest of the state. 
  • Develops and presents training content to class/comp peers and those interested in the discipline. Trains junior analysts and hiring managers as needed. Consults with leaders on best practices, industry standards, applicable rules and laws, and policy. 
  • Identifies opportunities for improvement and makes recommendations for changes in processes, policies, jobs and salary structures.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Data analysis
  • FLSA regulations 
  • Advanced knowledge of spreadsheet applications such as Excel and Google Sheets 
  • Intermediate knowledge of slideshow applications such as PowerPoint and Google Slides 
  • Principles of job classification

  • Spreadsheet functions such as vlookup (or xlookup, index, etc.) and pivot tables

Selective Preference(s):
  • 4+ years of experience working with compensation, classification, or both.
Pre-Employment Requirements:
  • Background and reference check, including a state and federal criminal records check 
  • Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
