COLLECTOR 3 (Collections Customer Care Unit)

This position may offer the ability to work remotely (within Arizona) based upon the department's business needs and continual meeting of expected performance measures, but also may require in-person training during the first few weeks of employment.

The Department of Revenue is currently seeking service oriented individuals to join our collections department. The Collector 3 works within a call center environment to collect delinquent tax liabilities. This position will maintain records of collection attempts through a multifaceted automated collection system and identify payment plans, wages levies, bank levies, tax liens, and alternate course of resolution such as Field Collection for possible seizure of assets.

Job Duties:

Essential duties and responsibilities include but are not limited to:
-Review delinquent accounts and contact taxpayers through verbal and written means to negotiate payment plans and determine proper course of action
-File liens, serve subpoenas, and implement levies to resolve cases
-Maintain collection histories through use of automated case management systems
-Utilize tools and research issues to answer complex technical questions by lower level collectors, tax payers, and their representatives
-Conduct financial analysis of all tax types, via financial statements, income statements, balance sheets, profit and loss statements, and cash flow
-Performs skip trace investigations
-Consult with accountants and attorneys for legal counsel and technical advice on complex case issues

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-State and federal tax collection laws, regulations, and policies
-Alternate course of actions for delinquent accounts
-Financial analysis of profit and loss statements, balance sheets, financial statements, and income states, collection techniques

Skilled in:
-Analyzing complex tax collection cases
-Documenting detailed information/evidence in preparing cases for civil or criminal proceedings.

Ability to:
-Communicate effectively both orally and in writing
-Operate and utilize collection information systems
-Apply LEAN concepts, principles, and tools used to deliver perspectives with the fewest resources with continuous problem solving

Selective Preference(s):

The ideal candidate for this position will have:
-Approximately 3 years of experience in a tax collection program emphasizing administrative and judicial collection enforcement OR 3 years customer service experience
-Experience with Continuous improvement or LEAN is preferred
