Conduct/lead State licensing surveys and complex complaint investigations for healthcare facilities. Provide or lead training for technical assistance to healthcare providers and consumers of services; conduct fire inspections and/or sanitation inspections of healthcare facilities; observe and assess staffing functions within healthcare organizations; write legal orders related to enforcement actions to be taken against regulated healthcare facilities; testify at formal appeals hearings; serve as a preceptor for new surveyors; audit records and public files; assist team leaders in reviewing patient/client and quality for care assessment issues in licensing surveys and complaint investigations, and participate in quality assurance/process improvement activities.
-Responsible for accurate completion of inspections and complaint investigations; scheduling and prioritizing work assignments. This will include the completion of all documents and forms. The work will be accomplished within established time frames.
-Attends work-related meetings and training.
-Provides miscellaneous services, including but not limited to technical assistance to current or potential providers, interaction with other department offices, etc.
- Arizona Revised Statutes and Arizona Administrative Code (Rules), inspection and investigation methods, caseload management, policies and procedures applicable to state licensure and/or state certification, and operational policies and procedures of the office.
- Applicable State and local standards for fire protection, sanitation, zoning, and occupancy standards; building and zoning codes as they apply to health care institutions.
- Legal options available to the Department, and legal documents preparation (cease and desist orders, denial of licensure/certification, revocation of license/certification, stipulation agreements, etc.).
- Organizational structures and management practices and procedures are typically in state-licensed healthcare facilities.
- Medical terminology and regulatory language.
- Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
- Oral and written communication and documentation, including the ability to receive detailed information through oral and written communication.
- Analyzing and evaluating a wide variety of administrative, medical, and program records to ensure compliance with applicable state statutes and rules during compliance inspections and complaint investigations.
- Computer applications, software, and data management. Skill in the use of Business English and technical writing.
- Interpersonal relations as applied to contacts with providers, coworkers, the general public, and public representatives of local and state government agencies including Adult Protective Services, and local Fire and Police Departments.
- Communicate effectively with providers as well as internal and external customers.
- Effectively analyze and solve situations, whether difficult or routine.
- Write clearly and understandably.
- Work effectively with all customers, including but not limited to team members, office staff, providers, and other internal/external customers.

Bachelor's degree and 3 years experience in Nursing, Environmental Sanitation Public Healthcare, Social Work, Dietary, or similar disciplines; or State Board certifications such as in the field of Medicine. A Master's degree may substitute for 1-year experience.
May require possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, maintain acceptable driving records, and complete any driver training (See Arizona Administrative Code R2-10-207.12).
Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S.41-1758.07 or must apply for a level one fingerprint clearance card within seven working days after beginning employment. You will be required to pay an $8.25 fee for fingerprint screening. If hired, you will be able to request reimbursement of the $8.25.
