Job Duties:

Essential duties and responsibilities include but are not limited to:

  • Assists with or determines the issuing of licenses to licensed facilities and providers, maintaining current licenses by ensuring compliance with all applicable regulations. Assists with or conducts initial and annual recertification/compliance inspections of healthcare institutions regulated by the Department to determine compliance with all applicable regulations. Assists with or conducts advanced-level investigations of the operation of a licensed facility or provider upon receiving a complaint or of an unlicensed facility. Performing services that need regulation. Performs, assists or reviews detailed investigative or inspection reports, statements of deficiencies, and correspondence regarding changes in the status of a licensee’s license, or other types of legal orders.
  • Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, providing training, approving leave requests, and preparing evaluations).
  • Corresponds with the regulated community or with regulatory bodies, responds to technical questions from licensees, develops standards, and participates in rule-making. Provides technical assistance to providers and consumers. Participates in and/or leads staff, advisory committee, and/or stakeholder organization meetings. Requests/analyzes/oversees/responds to feedback from clients on services. Oversees training programs for new employees. Generates training materials and gives presentations to internal/external stakeholders as assigned.
  • Oversee and/or review of quality systems by tracking documents, corrective actions, and other quality data. Develops standard and ad hoc reports, templates, dashboards, and other performance-related metrics.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal regulations
  • Arizona Administrative Code and Arizona Revised Statutes related to licensed facilities and providers
  • Good understanding of facility management and operational concepts
  • Specialized procedures
  • Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies

Skill in:

  • Review and reading/interpretation of professional literature and regulations
  • Requires high level of oral and written communication, analytical review, interpersonal relationships, active listening, organizational, evaluation, repetition, education/training

Ability to:

  • Change priorities as issues arise, problem-solving (root cause)
  • Work independently
  • Perform reviews
  • Analyze analytical data, reporting, and evaluation of analyst qualifications providing compliance data

Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor’s degree and 3+ years experience as a Surveyor/Compliance Officer OR
  • Bachelor’s degree and 3+ years experience in management or project management, or similar experience.
  • Preference will be given to candidates who possess a professional license to practice in the State of Arizona or proof of eligibility for reciprocity of an out-of-state license, i.e., RN, Social Worker, Dietitian, Counselor, etc.
Pre-Employment Requirements:
  • Driving is required for State Business. (If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.)
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Must obtain within 2 years of hire: CLEAR-Basic-National Certified Investigator and Inspector Training Certificate and CLEAR-Specialized-National Certified Investigator and Inspector Training Certificate.
  • Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S.41-1758.07 or must apply for a level one fingerprint clearance card within seven working days after beginning employment. You will be required to pay an $8.25 fee for fingerprint screening. If hired, you will be able to request reimbursement of the $8.25.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
