The Construction Project Manager 2 is responsible for the direct oversight and execution of construction and infrastructure projects across the Department. This position coordinates closely with engineering and field staff to manage project timelines, budgets, and contract performance. Responsibilities include reviewing and tracking construction progress, managing change orders and cost estimates, processing invoices, and forecasting expenditures. The Construction Project Manager 2 ensures that all assigned projects maintain quality standards, comply with applicable codes and regulations, and stay within approved scopes and funding. This position plays a central role in identifying field-level issues, coordinating with contractors and vendors, and ensuring project milestones and deliverables are met through consistent reporting and proactive communication with internal stakeholders.
Major responsibilities include:
- Oversees all phases of construction to ensure projects are completed in accordance with contract documents, schedules, and budgets.
- Reviews plans, specifications, and site progress; identifies design conflicts during construction; and coordinates with contractors, engineers, and project stakeholders to resolve issues and achieve project goals.
- Tracks and manages project budgets throughout all phases of construction, ensuring alignment with approved scopes and funding sources.
- Confirms contractor and vendor expenditures are within budget constraints, facilitates timely review and documentation of change orders, and works with internal finance staff to process adjustments.
- Evaluates project costs against scope and performance benchmarks and ensures accurate coding to appropriate budget categories and funding designations.
- Prepares contract documents for construction, repair, and maintenance projects in coordination with procurement.
- Supports all phases of the procurement process, including reviewing plans and specifications, coordinating site visits, responding to contractor inquiries, and drafting addendums.
- Assists with contract negotiations and serves as the primary project contact for consultants, contractors, and public agencies throughout project delivery.
- Supports project proponents in obtaining all required compliance for projects which includes JCCR favorable reviews, WSFR approvals, local, state and federal permitting as required.
- Coordinates with and secures the permits necessary for construction from the appropriate jurisdictional agencies which includes, but is not limited to: the Army Corps of Engineers, Arizona Department of Environmental Quality, Arizona Department of Water Resources, the State Historic Preservation Office, the United States Department of Agriculture Forest Service, United States Department of the Interior Bureau of Land Management, and the US Fish and Wildlife Service. In addition, this position is required to coordinate with the appropriate utility services as required by the design.
- Supports project proponents in planning, organizing, and managing resources to bring about the successful completion of specific infrastructure project goals and objectives within the constraints of time, cost, and performance requirements; technical support in maintenance or troubleshooting issues in established lands infrastructure
- Performs other duties as assigned.
The candidate will have knowledge of/in: Principles and practices of construction management as applied to design, construction, maintenance and estimating project costs for capital and infrastructure projects Knowledge in tracking cost control for construction and maintenance of capital and infrastructure projects Knowledge of federal regulations, state statutes, local codes and Department policies and procedures as they relate to the planning, design and construction of AGFD facilities and infrastructure Knowledge in the grant administration. Knowledge in general biology and environmental compliance.
Communications skills are essential to the coordination and implementation of all phases of a project. Contact with engineers, contractors, and personnel from other local, state, federal or private consultants is required to implement construction and facility maintenance projects to fulfill the needs of the Department. Review and approve staff or outside vendor's reports, designs, plans, specifications, surveys, construction Evaluate and analyze both technical and non-technical documents in an effort to reach sound decisions.
Ability to make rational decisions independently and generate desired outcomes within span of authority Ability to understand and respond constructively to constituent concerns Ability to develop innovative methods to save costs and improve processes Ability to operate standard office equipment from personal computers, plotters Ability to use AutoCad and project management software. Ability to use basic survey instruments such as total stations survey level GPS and construction levels.
Bachelor's Degree in Engineering, Construction Management, Biology or related discipline, or a minimum of five years experience in the successful delivery of engineering and construction projects, preferably within a natural resource management agency. Candidate should demonstrate an interest or experience in supporting natural resource management. Degree: Bachelor's degree preferably in construction management, engineering, or a biological related field.
