Under the direction and guidance of the Arizona State Land Department (ASLD) Title and Contracts (T&C) Manager, the Contracts Management Specialist 3 will process and examine complex applications and title documents, gather data for metrics, create reports, and manage contract boilers, ensuring they are following all applicable statutes, rules, and policies. Responsible for meeting deadlines, and for the accuracy of information disseminated. This position must exercise considerable independence and discretionary judgment. The ability to communicate effectively, orally and in writing, including but not limited to detailed and lengthy land use and title reports is a must. This position will interact with all levels of ASLD staff, including the Commissioner's Office, customers, federal, state, and local government officials, the Attorney General’s Office, Court of Law, and members of the public.
Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona. Remote work is a management option and not an employee entitlement or right. An agency may terminate a remote work agreement at its discretion.
• Process critical/complex surface applications for purchase, lease, permit and rights of way. Interpret and identify location of land from land legal descriptions.
• Advises, instructs, and explains contract (lease) matters to staff and managers.
• Create/modify/provide lease and application reports related to application processing to internal and external customers.
• Assists, trains, and mentors other Examiners on complex and difficult issues applicable to state/federal land transactions and ASLD records involving land acquisitions and dispositions.
• Develop and/or update applicable forms, policies and procedures relating to this position.
• Research state/federal regulations, program guidelines and related documents to gain knowledge and understanding of state/federal laws. Research electronic, microfilmed, and physical land records and prepare complex title reports.
• Attends and participates in meetings closely related to process improvements and contracts management.
• Coordinate title research and process federal condemnations, re-conveyances, relinquishments, resurveys, etc.
• Other duties as assigned as related to the position.
Knowledge of:
-Statutes, Departmental Rules, Policies, Objectives, and Procedures as it relates to acquisition/disposition of State land
-Basic real estate planning and disposition
-How to read and interpret acquisition and disposal instruments
-Condemnation procedures, legal technology, land research practices
-Preparation of documents/reports pertaining to acquisition and disposition of State land.
-Federal and State laws and statutes governing contractual (lease) agreements
Skilled In:
-Effective communication, both verbal and written
-Reading and interpreting encumbrances, chain of title, leasing and land records
-Writing and creating reports related to applications and lease contracts
-Establishing and maintaining effective working relationships with contracted and governmental agency representatives and special interest groups

-Microsoft Office and Google Suite products
Ability To:
-Prepare in-depth, accurate, clearly organized and complete land use and title research reports
-Interpret land legal descriptions, maps, title and encumbrance documents
-Exercise considerable independence and discretionary judgment
-Deal courteously and effectively with all levels of employees, including the Commissioner's Office, customers, federal, state and local government officials, the Attorney General's Office, Court of Law, and members of the public
-Comply with given instructions and established guidelines in accordance with State and Federal Statutes, rules, policies and procedures
A minimum of 3-5 years’ experience in:
• Examining and/or title work similar to that done within a title company, assessor's office or state, federal or City land/title Department.
• Interpreting legal descriptions and examining/processing legal contracts.
• Any combination of training and experience that meet the Knowledge, Skills, and Abilities (KSAs); may include, but are not limited to, relevant degree from an accredited college or university, coursework, and work experience relevant to assignment.
• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete required driver training. (refer to Arizona Administrative Code R2-10-207.12.)
