Job Summary:

The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Quality Management Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community. This position is responsible for:

Job Duties:

• Provides leadership, mentoring, coaching and direct supervision of staff engaged in a variety of contract management activities; communicates pertinent information to staff related to their job; prepares tools/items for staff to ensure compliance.
• Ensures work products are consistent with state and federal laws, regulations, policies, and procedures governing their content; develops, manages, and executes contracts for service; resolves contract related problems; identifies, and implements plans for improvement of contract related activities; provides technical assistance to district staff.
• Designs and implements systems to ensure compliance and consistency with the applicable state and federal law and regulations and ensures that the Division is effectively conducting business through development, execution, and management of contracts for service.
• Supports the Central Office Program Operations and Business Operations staff through the administration and interpretation of contracts, claims processing: provision of training on contract-related issues; participates in meetings; conductus presentations; manages timely preparation of contracts, proposal evaluations, contract documents, reports, and correspondence.
• Monitors vendor contract compliance and meets with other DDD department representatives and the Attorney General's Office to discuss, coordinate efforts, provide information and make decisions regarding compliance.

Knowledge, Skills & Abilities (KSAs):

Knowledge of-
• Federal and state laws and statutes pertaining to contracting including Title XIX (AHCCCS)
• Arizona Procurement Code and DES-DDD policies and procedures pertaining to Contract Compliance.
• State government purchasing system and practices
• Business administration and procurement practices
• Contract management for human services

Skills in-
• Interprets applicable federal and state statute, rules, and regulations pertaining to contracts and Title XIX programs
• Data development, analysis, reporting and evaluation
• Maintenance of complex automated record keeping and data tracking systems
• Conflict resolution
• Interpersonal relations applied to communications between District and other organization personnel, other agencies and services providers
• Leadership and supervisory techniques
• Negotiations, problem resolution, good decision making, listening, logical and creative reasoning
• Advanced problem solving, management, training, development, and organizing professional staff

• Oral and written communication
• Proficient use of computer technology: Microsoft Office, Google Workspace, Databases, etc

Selective Preference(s):

• Preferred candidate will possess knowledge and experience with the social service programs related to developmental disabilities; at least one (1) year experience equivalent to a Contract Management Supervisor 1 or related position, possess computer proficiency and/or training related to Microsoft Office, Google Workspace, Databases, e-Procurement Systems.

Pre-Employment Requirements:

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
