Job Summary:

The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) performs an integral role in improving Arizona’s workforce by assisting individuals who are unemployed or underemployed, and those with barriers, to prepare for and obtain meaningful employment. DERS supports Arizona employers with recruitment assistance by connecting them to a skilled workforce.
We are seeking an experienced and highly motivated individual to join our team as a Contracts Manager with the Finance & Business Operations Administration (FBOA). This position will oversee and direct contract actions through the complete contract lifecycle from development through termination. The DERS Contracts Unit manages the contracts for a variety of DERS programs including Child Care, Rehabilitation Services, and Workforce Development. Contracts managed include direct service, managed service, professional service, consultation, and interagency/intergovernmental agreements.

Job Duties:

• Supervises and directs contract staff in carrying out a variety of complex functions related to contract development, contract formalization, contract administration management & various procurement related tasks.
• Manages workflow and provides guidance to staff to achieve work deadlines and goals.
• Analyzes, evaluates, and determines operational and work policies, procedures, methods & rules for the Contracts Unit.
• Determines unit performance standards, work goals and objectives.
• Gathers data on workload over designated period, makes adjustment or determines, achievement projection based on calculated estimates.
• Coordinates with program and fiscal staff in identifying procurement needs, goals, and objectives.
• Provides technical assistance and consults with leadership regarding obtaining services.
• Ensures compliance with applicable Federal, State & local laws, policies, and procedures relative to procurement & compliance.
• Serves as a contract’s expert and as a point of escalation for resolution of issues related to contract development and administration with internal and external customers.
• Works with Contracts Unit staff to create, review, and update standard work, unit policies and procedures.

Knowledge, Skills & Abilities (KSAs):

• Advanced knowledge of business contract law, contract lifecycle management, conflict resolution, and managerial practices and techniques.
• Excellent oral and written communication skills
• Ability to manage multiple projects effectively with attention to detail
• Have positive and constructive interpersonal skills including leading multiple work groups and teamwork
• Ability to provide effective guidance and expertise in the development, implementation, and administration of
contracts, programs, and projects
• Ability to review and evaluate analytically to include root cause analysis

Selective Preference(s):

• At least one year of experience in state or local government procurement.

Pre-Employment Requirements:

• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• The position will require a current, valid Arizona Driver’s License. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
