Under general supervision, the Special Investigator position will perform case analysis, to include detailed research of criminal intelligence information. Work involves extracting and analyzing data, writing comprehensive reports/supplements and develops associations between evidence, suspects or patterns of criminal activity. The position will be responsible for reviewing all incoming fraud referrals, prioritizing and determining if it meets standards for a fraud investigation. Prepares complex reports and assists with running background information. The Special Investigator will be responsible for coordination and dissemination of public records and administration of online special licenses. Provides support for the law enforcement training program.
Major duties include:
- Research, analyze, evaluate and correlate complex criminal intelligence information. Organize and maintain sensitive, non-sensitive and open source case data and/or files into logical, concise and understandable order for retrieval if further analysis is needed. Assist in coordination of major case investigations.
- Responsible for the extraction and interpretation of digital media platforms, computers and digital storage devices. Must maintain the certifications necessary to perform extractions and testify as a subject matter expert in court. Enter data, reports or records of criminal intelligence information into a database for use and reference by analysts and investigators in support of investigations.
- Support investigations through personal contact (e.g., interviews, discussions, etc.); manipulation and query of database systems; and reading and recording various intelligence, analytical and administrative information.
- Responsible for the coordination, redaction and certification of all Field Operations Division public records requests.
- Administration of Online special licenses, guide licenses, and taxidermy licenses for Field Operations Division.
- Assist with law enforcement training and conduct background investigations.
- Attend division, unit, and supervisor meetings. Attend trainings and travel to other locations and offices around the state as needed.

The candidate must have knowledge of: applicable federal, state, county and or city statutes, rules, regulations, administrative orders, case law, department policies and procedures; of research, investigation, analytical techniques, and practices utilized in the development, acquisition and dissemination of criminal intelligence information; principles and techniques of inductive and deductive reasoning; techniques required to produce intelligence reports in an appropriate format, link charts, association matrices, intelligence bulletins, other specialized reports and graphic presentations; in business English, spelling, grammar and punctuation required to produce complex written documents; the investigative process in order to determine the data and analysis needed for support; operational analysis and decision-making techniques for resource allocation and organizational effectiveness; team concepts including team building, leadership, participation and group problem solving.
Candidates must be skilled in: researching, gathering, organizing and analyzing data and drawing logical conclusions; identifying problems, analyzing alternatives and making viable recommendations; interviewing, listening or documenting information to obtain input from diverse sources; written communication for both administrative and technical purposes; editing and proofreading written materials for accuracy and adherence to policies and procedures; using a computer and computer software to conduct analysis; oral communications in both one-on-one and group situations
Candidates must have ability to: analyze, interpret and summarize complex criminal cases; exercise sound judgment in safeguarding/disseminating confidential or sensitive information; comprehend and follow complex written or oral directions/instructions; establish and maintain effective working relationships with those contacted in the course of assignment; effectively communicate, both orally and in writing, at all levels; plan, organize, coordinate and prioritize multiple tasks and projects; set short/long range plans or goals for projects, cases and assignments; make presentations to small and large audiences; understand legal terminology, modus operandi, chain of custody, court processes and provide testimony; work independently, exercise sound judgment and make operational decisions
Must be able obtain proper credentials and training to access law enforcement records and data.
The preferred candidate will have a bachelor’s degree with three years of experience with criminal justice, investigations, military or government intelligence agency. CICA, CCIA or CLEA is desirable.
Employment is contingent upon completion of a post-offer medical/physical examination and the agency’s ability to reasonably accommodate any restrictions.
Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
