Job Summary:

• As directed by the Fiscal, Grants & Accountability Director and Deputy Associate Superintendent, provides leadership and supervises the roles and responsibilities of the Grant Program Specialist team.
• Responsible for overseeing all the CTE grant process for secondary and post-secondary sub-recipients.
• Responsible for overseeing the Office of Civil Rights (OCR)monitoring/compliance reviews for the state of Arizona.
• Occasional in-state travel is required for this position.

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

• Interpret Federal and State legislation and develop related policy statements
• Provide leadership for statewide CTE in data reporting processes, grant management processes, and linkages with other parts of the Strengthening Career & Technical Education for the 21st Century Act
• Provide technical assistance to local educational agencies (LEA) for improvement and advancement of CTE programs and data collection
• Provide technical assistance/training for internal ADE staff, LEA administration, CTE teachers addressing program development, program improvement, performance measures and CTE Program approval
• Provide oversight and collaboration of federal and state CTE data reporting and collaboration with ADE IT to streamline data reporting processes and reduce duplication of efforts
• Provide leadership and management of data collection and performance measures systems through AzEDs to include all required secondary and postsecondary data submissions, including industry credentials
• Develop and produce reports for federal and state reporting purposes and snapshots of CTE data including the Consolidated Annual Report (CAR)
• Ensures that on-site reviews are completed annually based on the results of an "at risk" determination spreadsheet within CTE, as well as monitoring of two post-secondary sub-recipients on a five-year rotation
• Provide oversight into all methods of administration required activities including on-site civil rights reviews and reporting

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Federal regulations and State statutes governing educational programs
• Supervision, administration, and leadership
• Data collection processes, the analysis and management of data
• Operational management and planning procedures
• Applicants must have grants management experience.
• A bachelor’s degree in education, Public Administration or closely related field, or equivalent experience to substitute for the degree, is required.
• Applicants must have supervisory experience.

Skills in:
• Skills in communicating with a wide variety of individuals and organizations (all modalities-email, telephone, and face-to-face)
• Time management skills in the development of timelines, planning processes and resource management
• Problem-solving and data analysis
• Interpreting instructions, federal and state laws/statutes

Selective Preference(s):

Preference will be given to those applicants that:
• Have taught or administered a CTE program in a K-12 setting
• Specific knowledge of Federal or State grant processes
• Master’s degree in education, Public Administration or closely related field

Retirement:
