The Department of Economic Security Division of Developmental Disabilities is seeking an experienced and highly motivated individual to join our team as the Division’s Cultural Competency Manager. This position serves as a manager (includes planning, directing subordinates, and interpreting policy).
•Support the development, implementation and monitoring strategies and initiatives for the Cultural Competency Program to ensure members receive culturally competent services, and that the Division meets regulatory and program contract compliance. Provide guidance to internal staff and external partners regarding effective strategies and supports to move towards achieving and maintaining cultural and linguistic competency in policies, procedures and service delivery.
•Lead the development and submission of the Cultural Competency Plan / Limited English Proficiency Plan to include inclusion of community representatives in the development of these plans and incorporate feedback from meetings in the community into the plan. In addition, completion of the DDD Limited proficiency Annual Report for the Directors Office.
•Develop education and outreach strategies and partner with cultural and community/leaders and organizations to foster partnerships to assist in the in the development and implementation of the system of care.
•Assist in the development and dissemination of culturally and linguistically appropriate literature.
•Maintain cultural and linguistic competency training program and monitor training compliance to enhance ability of staff and providers to provide culturally and linguistically appropriate services.
•Provide leadership, mentoring, coaching and direct supervision of staff and team members. Complete Performance Appraisals (MAP), Authorize leave, and approve ETE timecards for staff.
•Other duties as assigned as related to the position.
•Knowledge of cultural and linguistic competency principles and concepts.
•Knowledge of Culturally and Linguistically Appropriate Services (CLAS) and American with Disabilities Act (ADA).
•Knowledge and expertise in systems of care and wraparound philosophy and practice, community-based serveries and supports with an orientation to member-driven, guided and culturally relevant systems and services.
•Knowledge of federal requirements related to Medicaid and Managed Care Organizations, state laws, rules, and regulations related to the Division of Developmental Disabilities and AHCCCS.
•Knowledge of Google Suite including, Gmail, Drive, Docs, Sheets and Hangouts.
•Skilled in administrative leadership, advanced problem solving, management, training, development, and organizing professional staff.
•Skilled in analyzing complex problems and identifying and implementing solutions.
•Skilled in evaluating the work products of staff.
•Skilled in Microsoft Office, conflict resolution, coaching, cross cultural, written and verbal skills.
•Ability to demonstrate ability to work effectively with culturally diverse members, staff, contractors, and stakeholders.
•Ability to flexible, creative, assertive, and able to work in a multiple task and multidisciplinary environment.
•Ability to analyze various data reports, search, evaluate, and make decisions.
•Ability to provide leadership to groups and individuals.
•Ability to plan, organize, and manage time effectively.
Experience in the field of diversity; healthcare setting; Bilingual preferred.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management- Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
