Job Summary:

The Arizona Department of Administration (ADOA), State Procurement Office (SPO), is seeking a Data Analyst Intermediate to join our team. In this role, you will be a key contributor to our data and reporting initiatives. Your primary responsibilities will include building and maintaining a variety of reports and dashboards, leading reporting user group meetings, and identifying new opportunities to leverage data. You'll also be a primary point of contact for internal and external audits, manage the SPO website, and oversee records management and retention.

Collaboration is essential, as you'll work closely with the ADOA data management team and support various operational tasks, including monthly production deployments and upgrades. You will also be responsible for managing the SPO inbox, assisting with new employee onboarding, and driving process improvement efforts across the office. This position is ideal for a proactive and detail-oriented professional who excels at both technical execution and collaborative problem-solving.

Job Duties:
  • SPO Data Analytics & Reporting: Leading enterprise level e-Procurement system reporting - prioritizing, developing, and releasing new reports and queries for the system; compilation, management, and distribution of multiple reports utilized for strategic decision making within SPO; report building and data analytics in response to Public Records Requests. The SPO Data Analytics & Reporting team plays a critical, enterprise-level role in optimizing the e-Procurement system and empowering strategic decision-making across the organization. Our core responsibilities encompass the entire life-cycle of data management, from prioritizing and developing new reports to their compilation, distribution, and analysis.
  • Enterprise-Level e-Procurement System Reporting: Lead the development and release of new reports and queries within the e-Procurement system. This involves a rigorous process of prioritizing reporting needs based on business requirements, designing intuitive and informative reports, and ensuring their accurate and timely delivery to stakeholders. Our goal is to transform raw data into actionable insights that enhance procurement efficiency and effectiveness.
  • Strategic Decision Support: A crucial aspect of our work involves the compilation, management, and distribution of multiple reports specifically designed to support strategic decision-making within the State Procurement Office (SPO). These reports provide a comprehensive overview of procurement activities, trends, and performance metrics, enabling leadership to identify opportunities for improvement, mitigate risks, and align procurement strategies with broader organizational goals.
  • Partner with ADOA Data Governance Council, align with the Governor's goals and ADOA Strategic Plan, establish agency-wide data governance to leverage data assets, promote understanding, develop common vocabulary, standardize shared data, facilitate collaborative decision-making, implement data management policies, lead data management efforts, and serve as a model for other agencies.
  • Public Records Request Fulfillment: We are responsible for building reports and performing data analytics in direct response to Public Records Requests. This requires a deep understanding of the e-Procurement system's data architecture, the ability to quickly extract and analyze relevant information, and the commitment to providing transparent and accurate data in compliance with legal requirements. Our efficiency in this area ensures prompt and precise responses to public inquiries. Compile and review respondent documents, communicate accordingly with the ADOA Comms team.
  • Project Leadership & Support: Lead or assist the Operations Team on projects originating from the State Procurement Administrator, Director's Office, or Governor's Office, encompassing enterprise purchasing, solicitation, and external presentations. Collaborate with vendors on system modifications, including testing and TAG deployments. This includes working with the Quality Assurance on testing tickets, upgrades and evening production deployments.
  • SPO Purchasing Initiatives and inventory management - Act as co-lead for purchasing efforts for SPO including purchasing projects as identified by customer agencies, procurement/receipt/invoicing for SPO supplies/equipment, and supplier identification for various identified special projects for the SPA, Director, and the Governor's Office
  • SPO Records Management/Retention - Co-lead all of SPO's records management and retention activities including ensuring that documents are maintained through their appropriate retention schedule, physical records are appropriately preserved, and SPO employees have the tools and necessary knowledge to ensure adherence to all applicable records retention schedules
  • E-Procurement Platform Audit Support: Participate in ADOA's annual audit by supporting the e-procurement audit requirements
Knowledge, Skills & Abilities (KSAs):

  • Work in a dynamic team environment that allows the incumbent to be responsive to changing goals and priorities
Selective Preference(s):
  • Bachelor's Degree in Business, Public Administration, Supply Chain, or other closely related field
  • Certificate or Equivalent in applied data analytics
Pre-Employment Requirements:
  • Valid Arizona Driver's License
