Job Summary:

The Arizona Department of Corrections, Rehabilitation &Reentry (ADCRR) is seeking to fill the Data Scientist position. This position will model data, make predictions, and allow the organization to make decisions based on mathematical analysis of the existing data warehouse containing over 800 structured data tables and many terabytes of data. Creates algorithms and models to forecast outcomes and suggest insights to drive desired outcomes in the organization. Develops prototypes, proofs of concepts, predictive models, and custom analysis. Utilizes the latest model methods, including Machine Learning and Artificial Intelligence tools, in making data easily accessible and digestible to leaders within the organization.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

- Develops prototypes, proofs of concept, algorithms, predictive models, and custom analysis
- Develops customized algorithms to solve analytical problems using available data sets
- Oversees, defines and monitors critical path activities and resolves issues/escalates issues as needed
- Collects and analyzes statistical information from multiple sources to spot trends and to gain maximum insight into the data to make recommendations based on those insights
- Designs and conducts studies and experiments to gain business insights into diverse enterprise data sets
- Works with the IT Executive management team to develop the IT Strategic plan, ensuring alignment with the department's strategic goals and establishment of policies
- Monitors the implementation of the IT strategic plan to ensure alignment
- Collaborates with database engineers, data architects, data analysts and other scientists to develop, refine, and scale data management and analytics procedures, systems, workflows and best practices
- Drives on State business
- Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Programming knowledge in Structured Query Language (SQL), Python, R, and Scala
- Business intelligence tools such as Tableau, PowerBI, machine learning, and artificial intelligence
- Defining Business Intelligence (BI) and Artificial Intelligence (AI) models and algorithms
- Data Management and Data Governance as defined in the Data Management Body Of Knowledge (DMBOK)
- Microsoft and computer programming language
- Systems and data processing policies
- Department practices and procedures
- Network architecture

Skill in:
- Advanced mathematics and statistics
- Big data technologies such as Hadoop and Spark
- Common data science toolkits
- Technical writing
- Analysis and problem solving
- Using data management tools
- Strong verbal and written communication and listening

Selective Preference(s):

- Master's in Computer Science, Information Technology, or Engineering OR Bachelor's degree in Statistics, Math, Computer Science, or Economics
- Any combination of training and experience that meets the knowledge, skills, and abilities (KSAs); typical ways KSAs are obtained may include, but are not limited to: a relevant degree from an accredited college or university, coursework and work experience relevant to the assignment, prior experience as a data analyst

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
