The DCSS Deputy Business Administrator (Business & Finance Administrator) provides high-level leadership and direction to execute financial, operational, and strategic initiatives for the Division. This includes leading teams responsible for budget, business development, contract and purchasing management, data analytics, facilities management, and the State Disbursement Unit which processes more than $700M in child support annually. This position works with senior leadership to identify and avoid liabilities that may place federal incentives at risk and/or compromise service for clients.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
- Assist with the oversight and management of the Division's accounting, finance, data analytics, information and reporting; accounts payable; contracts; purchasing, facilities, and State Disbursement Unit/Clearinghouse.
- Analyze performance, plan, organize and assign work, establish priorities, and assure that realistic completion schedules are developed, documented, and communicated to all stakeholders.
- Assist with recognizing, managing, and mitigating risk; monitor any open legal issues involving the Division that affect the delivery of services, construct and monitor reliable control systems; ensure that the division complies with all legal and regulatory requirements.
- Ensure that record-keeping meets the requirements of auditors and government agencies; report risk issues; maintain relations with external auditors and investigate their findings and recommendations.
- Oversee funding and monitor cash balances and cash forecasts; arrange for debt and equity financing; grant funding and related activity.
- Identify procurement objectives and methodologies; assist with statements of work; perform analyses of elements of cost; coordinate with technical experts; make competitive range determinations and conduct post-award conferences.
- Coordinate responses to requests for information from outside sources regarding financial management activities, to include those from the legislature and the media.
- Perform management control assessments of financial system related business processes and procedures and identify weaknesses in the design and effectiveness of internal or management controls.
- Oversee facilities management and identify cost reduction strategies for modifications or improvements for all offices throughout Arizona. Advocates for DCSS operational needs in multi-service centers and manages space needs in accordance with budget and staffing projections.

Selective Preference(s):

The ideal candidate for this position will have:
- Bachelor's Degree in accounting, finance, economics, business, public administration or related field OR
five (5) years of professional experience in related fields including social service programs, human service fields, or other public policy.
- A minimum of two (2) years of supervisory experience in related field.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
