Job Summary:

The State of Arizona is recruiting a decisive, dynamic and thoughtful people leader to serve as the Director of the Arizona Department of Health Services (ADHS). The award-winning, nationally accredited Arizona Department of Health Services (ADHS) is responsible for leading Arizona’s public health system including responding to disease outbreaks, licensing health and child care facilities, operating the Arizona State Hospital, and improving the overall health and wellness of all Arizonans. The candidate selected will be a transformative leader capable of driving the organization to successfully fulfill its mission.

This position provides an opportunity for candidates with a passion for public service to lead continuous improvement for public health services to directly impact and better the lives of Arizona’s citizens. The role requires an individual capable of pushing an organization forward, exploring and moving past boundaries; a natural problem-solver; and a confident, goal-oriented, pragmatic, leading-edge thinker focused on making an impact on the organization, its employees and the citizens they serve.

Job Duties:

-Leadership oversight and accountability for agency vision and mission, organizational health and performance, policy, operations, personnel, and technological innovation.

-Oversight of all ADHS programs and services and responsible for the management of the agency's $500 million to billion dollar-plus operating budget.

-Lead the agency using the Arizona Management System (AMS) -- the state’s continuous improvement system, developed and implemented by state employees to create a service-driven and efficient government through problem-solving, performance management, and leader standard work.

-Develop a high functioning team across multiple operational sites; implement controls and measures to effectively monitor and assess employee morale, operations, and program outcomes.

-Work collaboratively with other cabinet-level leaders, including the directors of the Arizona Health Care Cost Containment System (AHCCCS) and the Department of Economic Security (DES), to address the growing and changing needs of Arizona’s citizens.

-Build rapport quickly with both internal and external stakeholders to effectively manage relationships with elected officials, cabinet directors, employees and the general public, including persons of various social and economic backgrounds.

-Problem solve to identify and implement reforms and initiatives to improve program processes and outcomes. This includes recommendations for legislative and executive initiatives.

-Confidently represent the agency through leadership presence in public and private forums, including legislative hearings, judicial proceedings, media engagements and public events.

Selective Preference(s):

-Medical Degree (M.D. or D.O.) or Masters/PhD in Health Services, Public Administration, Public Health, Business Administration or a closely related field.

-10 years of proven experience leading a large organization* through transformation and change at a similar leadership level in federal, state or local government or a large nonprofit organization or corporation that provides health and human services or social services.

-Substantial experience in managing healthcare institutions, including knowledge of hospital practices and procedures, licensing, and CMS and Joint Commission requirements.

-Knowledge of and experience managing a complex regulatory environment, including the role of a licensing authority.

-Understanding and working knowledge of federal requirements relevant to the work of DHS.

-Strong background working with the media on behalf of the organization.

-Ability to build effective working relationships with elected officials, administrators, employees and the general public, including persons of various social and economic backgrounds

-Experience representing the organization in public and private forums including legislative hearings, judicial proceedings, media engagements and public events.

-Other combinations of experience and education that meet the minimum requirements may be substituted. All candidates will be required to demonstrate evidence of the experience, skills and abilities required to meet this role.

*For purposes of this position, “large organization” is defined as being comprised of multiple complex lines of business with a minimum of 500 FTEs and a budget of at least $500 million to $2 billion.

Pre-Employment Requirements:

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27 week wait period for contributions to begin.
