The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Preparedness Reservist II position serves in a part time, on-call, as-needed position.
The Preparedness Reservist Specialist supports the DEMA Mission by providing emergency management capabilities to Arizona. Incumbent will support coordination activities in the areas of emergency preparedness, logistics, response, recovery and operational efforts in order to reduce the impact of emergencies and disaster on people and property in the Whole Community. The Preparedness Reservist Specialist works under the direction of the Director's Office, but is assigned to the Preparedness Section. Staff members could serve as Plans Section Unit member during activation and exercise Operations.

Job Duties:

Responsibilities include:
• Perform Prepares or coordinates the preparation of plans, training and exercise efforts. Supports planning activities designed to provide essential skills to state, county and local government agencies charged with specific function in times of emergencies. Supports contract requirements for the Adjunct Instructor Program. Supports exercise efforts following Homeland Security Exercise and Evaluation Program (HSEEP) guidelines.
• Plans, organizes, prioritizes, and aids in the preparation of emergency plans, adjunct instructor contracts, and HSEEP documentation.
• Attends training workshops to learn and maintain a working knowledge of emergency management principles, standards and practices. Attends FEMA related and other emergency management courses to enhance their knowledge of the four phases of disaster response. Trains for specific SEOC/EOC/MACC positions and performs duties as assigned in accordance with internal agency policy.
• Assigned to the State Emergency Operations Center (SEOC) Plans Section during activation or exercises, or other SEOC positions as required. Depending on situation, could be assigned to Emergency Management Assistance Compact missions out of state for disaster response and recovery missions.
• Work with stakeholders to coordinate emergency preparedness efforts. Participates in the development of preparedness materials and documentation that support mission efforts to improve education programs and methods.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• General knowledge/understanding of laws, rules, and regulations related to disaster preparedness, mitigation, response, and recovery.
• Preparedness, mitigation, response, and recovery principles and operations.
• Appropriate methods of communication and active listening.
• Emergency Operations Center principles and Incident Management Team operation

Skilled in:
• Ability to research, edit and create professional documents.
• Talking to others to convey information effectively.
• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions to problems.

• Utilizing a personal computer and various Microsoft programs.

• Utilizing WebEOC, Microsoft Teams and other system software to support emergency management efforts.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. FEMA Professional Development Series (PDS), Advanced Professional Series (APS) and/or Homeland Security Exercise and Evaluation Program (HSEEP) certification preferred. Bachelor’s Degree from an accredited college or university preferred.

Pre-Employment Requirements:

• Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete the required driver training (See Arizona Administrative Code R2-10-207.12).
• In and out of State travel may be required.
• Selected incumbents are required to pass a criminal background investigation and have identification enabling them to enter federal facilities.
• If not already qualified, must be able to complete the HSEEP Training and Certification Course within 6 months of assignment.
• Personally prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations.

This position is not eligible for State benefits.
