Job Summary:

This position serves as a Contract Manager with the ECS Contracts Unit. Responsible for the timeliness, accuracy, and quality of work products; it establishes schedules and prioritizes requirements for the effectiveness of the work unit. Supervises and trains a staff of up to 5 FTE/contract positions engaged in a variety of contract management activities which include soliciting, initiating contracts, overseeing and providing guidance through the selection process, debriefing consultants, negotiating costs with consultants, executing contracts, assisting in the final closeout of contracts and reviewing audit results; advising consultants, staff and project managers of contractual process, terms, and conditions. Oversees the consultant contract program and contract management process to assigned projects, processes payment reports, and contract modifications, and assists staff with any related tasks performed by them. The position serves as the first level of conflict resolution. Interfaces with and provides technical support and guidance to ADOT staff, consultant community, various local agencies, and/or organizations in regards to the consultant contract programs while ensuring the contract compliance with all federal and state laws, regulations/statutes, and associated ADOT policies. This position prepares and participates in all aspects of the management process of these difficult, complex, time-sensitive contracts with multi-million dollar values. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Direct, train, coach, and monitor staff in the processing of various contract management activities. Provide guidance and technical expertise as required. Monitor and assign work to staff and establish priorities accordingly. Monitor timeliness, accuracy, and quality of work produced by contract staff. Prepare and participate in complex, time-sensitive consultant, or alternative procurement contracts. Establish individual performance objectives.

Review and approve contract modification documents. Verify documents compliance with established procedures and the proper level of approval authority is obtained. Review audit findings and determine applicable actions.

Prior to the execution of a contract, reviews all solicitation packages prepared by staff prior to advertisement. Review and approve the selection process and evaluation panel. Perform second-level review of consultant cost proposals. Recommend areas of concern to staff that need to be addressed prior to the cost acceptance. Verify the proper format of contract documents prior to signatures and assure that all issues are resolved.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Correct use of contractual legal language and related terminology.
  • Operational procedures of an engineering organization.
  • Principles, concepts and current practices of State government management and of the policies and procedures established for the ECS Consultant Contract program.
  • Budget development and expenditure control.
  • FHWA and State Statute rules, regulations, policies, procedures and contract requirements.
  • Contract management trends and all factors needed to create a competitive advantage and skill in applying this knowledge while developing staff to gain forward thinking skill in order to enhance ECS & all relevant processes.

Skill in:

  •  Evaluation and analysis techniques.
  •  Computer applications.
  •  Oral and written communication.
  •  Identifying leadership qualities in staff and promoting them when opportunities arise.
  • Administration with special emphasis on planning, organizing and directing a high volume, accelerated program.

Ability to:

  • Summarize technical information, organize, plan and establish priorities.
  • Establish and maintain effective interpersonal relations with employees at all levels of authority, as well as outside the agency.
  • Exercise considerable discretionary judgment within established policies and procedures.
  • Ability to coach and develop employees, including continuous improvement practices and principles
Selective Preference(s):

BA degree in Business, Public Administration, or related field desirable.
Experience in the field of contracting.
Planning, organizing, and directing a high volume, accelerated program.
Administrative/Management and/or staff supervision experience is desirable.
Intermediate to advanced skills in Word, Excel, Powerpoint, Adobe, Google (Gmail, Sheets, Docs, Drive) and various databases.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and  the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
