As a Full Authority Lieutenant, you will play a crucial role in maintaining the integrity of our law enforcement process. Under the general supervision of the Major assigned to the Office of Inspector General, this position will oversee the Professional Standards Unit, which includes; Backgrounds and Analysts. Overseeing the Enforcement and Compliance Division (ECD) Facilities unit. Has authority to approve actions and/or resolve administrative issues, functioning as a mid-level manager in a defined area of responsibility. Tasks will include managing the backgrounds for all new hires, including supervising Investigator 3s and analysts to ensure they meet the agency standards and managing modernizations of current facilities. receiving, processing, supervising, actively investigated. Including but is not limited to; theft, fraud, embezzlement, forgery, conspiracy fraud schemes, corruption, computer fraud, identity theft, driver license and identification controlling investigations that involve allegations of administrative and criminal conduct and acts of misconduct, ensuring that the allegations made are thoroughly and objen card fraud, counterfeiting of identity documents, and internal employee misconduct regarding violations of ADOT policy.

Counsels, instructs, and evaluates subordinates' work product.. Performs evaluations and/or coaching of subordinates. Reviewing allegations, complaints, or other information to determine whether administrative/criminal offenses may have been committed. Communicating professionally and diplomatically, under complex and even contentious circumstances.
Perform highly complex and specialized administrative work, preparing reports, correspondence, and development/modification of forms; technical assistance/guidance related to rules, regulations, and policy interpretation and maintenance of all record-keeping activities. Apply relevant policies, guidelines, procedures, and processes to develop operating policy, correct deficiencies, and improve services.
Responsible for monitoring organization performance and allocating resources to achieve efficient and effective program performance and delivery of program services, establishing goals and objectives to include effecting changes designed to generate revenue, create greater efficiency, reduce costs, and implement the use of new technology. You will review, analyze, and evaluate case materials; direct, supervise, and assist in preparing affidavits to obtain search and arrest warrants, conduct searches, serve warrants, effect seizures, arrests, and book suspects.
Knowledge of:
• Police Department functions, organization, mission, procedures, objectives, policies, rules, and regulations, particularly those applicable to law enforcement.
• Community/problem-oriented policing methodologies; public relations techniques; interagency communications and assistance techniques and practices; methods and techniques of supervision.
• Overseeing the screening process for new applicants, including background investigations, ensuring investigations are thorough and adhere to established protocols.
• Internal affairs/professional standards unit.
• Practices of computer applications and software; of Spillman Cad RMS, Query Analyzer, Livescan, IA Pro, and Armani. Federal OSHA, CVSA laws, AZ Post Rules, the Arizona Management System, and all ADOT software used in ECD.
• Criminal Laws applicable to the State of AZ, particularly State, Federal, and local laws concerning theft, fraud, forgery, computer fraud, fraudulent schemes, political corruption, and embezzlement.

• Maintain working relationships with other agency divisions, the public, employees, and contractors.
• Strong leadership and supervisory skills and investigative and analytical skills.
• Ensuring all background investigations are conducted in accordance with legal and department policies and procedures, and that all necessary documentation is completed.
• Strong critical thinking, research, and complex analysis, problem solving and conflict resolution, interpersonal and employee relations, decision making multi-tasking, and time management of multiple and sometimes competing priorities and deadlines.
• Strong understanding of internal policy and its application to possible violations of said policy.
• Oral and written communication in the preparation of clear, concise reports, correspondence, and PowerPoint /Google Slides presentations.
• Possesses a high level of technical expertise necessary to make decisions regarding the direction the program or policy will take.
• A high level of analytical skill is necessary to evaluate data, and sufficient skill to understand, retain, and interpret technical information, and legal provisions.
• Provide guidance and mentorship to Special Investigators on Professional Standards and ethical conduct.

• Ability to work under pressure and handle sensitive confidential information and situations related to applicants' backgrounds, including personnel and human resources information

• Read, comprehend, and interpret detailed, complex written material; conduct research and compile findings.

The ideal candidate will have 3 or more years administrative and/or operations support experience meeting the KSAs. Minimum of 3 years in an investigative or detective unit. Three years or more experience as an Internal Affairs investigator. Preferred Spanish speaking.
• Valid driver's license with an acceptable driving record.
• Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification.
• Weapons Certified in accordance with AZ P.O.S.T. standards.
• 2 years’ experience conducting or overseeing background Investigations for a law enforcement agency.
• 3 years of criminal and/or administrative investigative experience working in a Professional Standards Unit.
• 2 years of experience in conducting or overseeing law enforcement background investigations.
As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
