The Governor’s Office of Resiliency manages and administers the Efficiency Arizona program, a rebate program to promote energy efficiency, improve home comfort, and save Arizonans money on their energy bills. This program offers rebates to help income-qualified households install qualifying, highly efficient appliances and electrical equipment upgrades, and complete energy efficiency improvements.
The program is supported by the Inflation Reduction Act. It allocates funding to promote energy efficiency, improve home comfort, and save Arizonans money on their energy bills through various initiatives, including the Home Efficiency Rebates Program (HOMES) and the Home Electrification and Appliance Rebates Program (HEAR).
The Efficiency Arizona Program Coordinator is critical to the implementation of a successful rebate program. The position will work closely with the 3rd party Implementer to ensure applicants have a smooth and timely experience receiving rebates, and will be responsible for providing comprehensive support across application processing, project monitoring, compliance review, and participant communication to ensure the successful delivery of program objectives.
This position is dependent on a federally funded grant, which expires 9/30/31, or upon changes in federal funding availability.
• Ensure all program objectives, timelines, evaluations, and reporting are achieved as they relate to U.S. Department of Energy-specific grant award requirements, guidance, terms, and conditions, and the Uniform Grant Guidelines included in 2 CFR 200
Program Administration and Compliance:
• Performs secondary reviews of applications and project documents, ensuring program qualifications are met, and all required information is accurately submitted
• Reaches out to participants to follow up on post-installation surveys and feedback requests to assess program satisfaction and measure impact
• Assist in the development, refinement, and ongoing maintenance of program guidelines, procedure manuals, and internal training documents
• Assists with program compliance standards and reviews of documentation to ensure adherence to regulatory and internal requirements
• Responds to program inquiries from applicants, participants, and partner contractors, providing accurate and timely information
• Assist with project reviews for accuracy and compliance with local, state, or federal program standards
• Assists participants with the completion of applications for program services and incentives
• Support in the completion of monthly, quarterly, and on-demand statistical reporting
• This includes clearly defining project documentation requirements
Project and Pipeline Monitoring:
• Monitors projects throughout the entire lifecycle, tracking progress and proactively identifying and communicating potential issues
• Proactively monitors retail pathway projects, identifying and communicating potential bottlenecks to ensure an efficient process
• Assists with signage placement in retail stores to promote program offerings and ensure consistent branding
• Other duties as assigned by the Director of the Office of Resiliency (or their designee)
• Associate's or Bachelor's degree in Business Administration, Project Management, Construction Management, or a related field (or equivalent work experience)
• Proven ability to work independently, manage multiple projects simultaneously in a fast-paced environment, and meet expected deadlines
• 3+ years of experience in program coordination, project administration, energy efficiency, home performance, or a related field
• Understanding of applicable federal and state laws and regulations pertaining to grants and grants management procedures
• Strong understanding and direct experience implementing the Uniform Administrative Requirements (2 CFR 200)
• Highly organized and strong attention to detail and accuracy for compliance and review tasks
• Proficiency in using technical equipment and software for data collection and analysis
• Ability to work in diverse political and cultural environments
• Excellent written and verbal communication skills

• Experience in engaging with communities historically underrepresented or underserved in the energy sector
• Experience in the energy sector, especially with utilities, renewable energy, or federally funded programs
• Experience in building science, home performance, weatherization, or construction management
• Knowledge of the energy efficiency industry, including market trends and technologies
• Experience with energy modeling software and project management databases
• Current or previous certification by the Building Performance Institute (BPI)
• Master’s degree in a relevant field
