The Elections Filing Manager oversees the Division’s filing operations and works with the Elections Outreach Manager and Deputy Director to ensure the Division’s compliance with state and federal laws and regulations relating to initiative, referenda, recalls, and candidate nomination petition processing, petition circulatory registration, and lobbying filings.
The Elections Filing Manager manages Division staff and interns, and communicates frequently with counties, officeholders, candidates, and the regulated community
• Manages day-to-day operations of the Elections Filing Team. Responsible for managing staff, projects, and operations and ensuring compliance related to initiative/referenda/recall/candidate nomination filing and processing, petition circulator registration, official events (official canvass and Electoral College), and lobbying. Responsible for the filing internship program
• Act as project manager for election related IT systems (Candidate Portal, E-Qual, Circulator Portal, and Initiative Processing Software). Work with staff to provide specifications/guidance for IT development, ensure legal compliance and functionality, and facilitate on-going positive user experience
• Oversees the develop of the Lobbying Filing system by assisting the Lobbying Specialist with research and confirmation of the statutory requirements for lobbyist filings, conducting QA tests on software, and creation of trainings for lobbyists once the software is available
• Assists with customer service needs particularly on the topics of petition filing. Helps create and maintain accurate content for the website in areas specific to their role
• Other duties as assigned as related to the position
Knowledge:
• Comprehensive knowledge of Microsoft products, including Windows, Word, Outlook, Excel, and PowerPoint
• General knowledge of Secretary of State services and computer software applications
• General knowledge of Arizona state government and duties of Secretary of State
• Knowledge of the methods and means of collecting and evaluating data
• Knowledge of Federal and Arizona election laws and procedures
• Knowledge of local and communities, politics, and organizations
Skill:
• Can deliver excellent customer service via diverse delivery mediums, including in-person, telephone and electronic
• Skilled at developing and executing goals, while effectively and efficiently utilizing all resources to meet deadlines
• Public speaking and presentation skills with an ability to cater to various audiences

• Election Officer Certification
• College level coursework
