The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Electronic Security Systems Technician serves as the primary point of contact for all matters concerning maintenance, installation, operation and monitoring of all low-voltage Electronic Security System (ESS) networks, surveillance equipment, and software used in the State ESS Program. These duties require regular travel throughout the State, to include emergency response outside of work hours. This position performs analysis, design, and configuration of ESS systems with multi-panel configurations. This position supports the Electronic Security Systems Supervisor / Lead Technician and Protection Branch Chief in developing and submitting the budget spending program to National Guard Bureau. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:
• Develop and maintain the ESS systems networks for the State of Arizona DEMA, and various units of the Arizona National Guard, US Army Reserves, and guest countries using National Guard Facilities in the State of Arizona.
• Manage AA&E authorized personnel database and asset tracking through DEMA Accounting Office in the form of inventories. Analyze ESS network enclave and assist G6 and DEMA Network administrators as needed. Define and implement equipment configurations, assist G6 and DEMA IT with software and hardware upgrades and ensures hardware/software are in alignment with NGB ESS RMF approved system sets and updates. Oversee the install, maintenance and operation of ESS systems throughout the State. Troubleshoot problems, determine if problem is hardware or software related, identifies and resolves.
• Perform installation, maintenance, and repair of ESS systems as required by program. Receive reports of ESS system malfunctions and assign/coordinate repair of systems, to include weekends and holidays. Write and install configurations for digital controls for ESS systems and databases.
• Establishes and documents scopes of work, cost estimates, and contractor/vendor selection for various ESS projects. Perform liaison duties with TELCO, network, local law enforcement agencies, NGB and other monitoring agencies.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Practices and principles of physical security, electronic security and applicable information systems.
• Understanding of specific ESS IT disciplines to complete major projects independently, computer hardware, software, network operating systems and capabilities, limitations and variances sufficient to evaluate user needs, develop specific applications and project future needs.
• Sufficient knowledge of military organization and structure.
• Project management principles and practices sufficient to determine program direction, plan work and set goals, monitor and evaluate accomplishments.
• State budget and fiscal policies and procedures and procurement rules and regulations.
• Design electronic security systems based on defined user requirements
• Make decisions on structure of electronic security systems and types of technology based on agency needs, analyze and effectively recommend new technologies and procedures.
• Resolve complex and critical problems, provide technical leadership to others
• Provide technical support for specific electronic security software products, intrusion detection systems, access control systems and video surveillance systems of a complex nature.
• Work independently and/or collectively and adapt to changing environments and new technologies.

Skilled in:
• High proficiency using latest version of Microsoft (MS) Office Suite, MS Word, MS Excel, MS PowerPoint, and MS Outlook.
• Understanding of basic electronics
• Understanding of basic Cellular Technology principles
• Troubleshoot systems using equipment/device wiring and block diagrams.
• Identify basic system and electronic components
• Understand system equipment installation, operation, and maintenance
• Use of common and manufacturer specific hand tools
• Use of hammer drills, drivers. and mechanical lifts.
• Use of soldering iron to perform basic soldering, tinning, and splicing of wires and terminals
• Proper mechanical/crimp termination of wiring terminals and connectors
• Digital multi-meters to identify voltage, resistance, and continuity within a circuit
• Troubleshoot systems/wiring using digital multi-meters
• Proper selection, routing, and bending of conduit
• Proper' selection and mounting of infrastructure equipment (conduit, boxes, fittings, etc.)
• Understanding of, and able to direct, high voltage (120VAC) requirements for supplying power to ESS equipment components.
• Use of telecom testing equipment.


Ability to:
• Plan, lead and schedule major systems efforts and provide work direction and guidance to others.
• Plan and coordinate the implementation of a electronic security information systems.
• Project management and team leadership skills, work on multiple projects and move between PC and server environments based on changing priorities.
• Positive dialogue with Engineering (CFMO) Directorate (G4), Physical Security (G3/5/7).
• Communicate with other State ESS Program entities to identify emerging requirements, troubleshooting, or technical anomalies.
• Interface and update ARNG-lES ESS Program Manager and ESS Program Regional Representative to your State on consistent basis
• Communicate requirements and issues with the ARNG-IES ESS Program Regional Representative to your State once known
• Identify State requirements for State Equipment Report (SER) Maintenance and Monitoring (M&M) tool for submission of annual sustainment requirements to ARNG-IES ESS Program.
• Identify State requirements for Program Objective Memorandum (POM) tool for submission of Future Year requirements to ARNG-IES ESS Program.
• Ability to plan, program and forecast ESS requirements for the out years
• Proficient with current IT and cellular technology
• Proficient in tracking, logging, and maintaining ESS requirements.
• Applies ARNG-IES ESS program ISO9000 standards; criteria, metrics, processes and procedures in State ESS Program routines.

Selective Preference(s):

3-year minimum experience level or equivalent in Electronic Security Systems. ESS IDS Certification Training. ESS Supervisor-Lead Technician Course. Advance (ACS and CCTV) Courses. ESS standardized equipment manufacturer training.
