Job Summary:

Job Duties:

The Border Programs Unit Manager is responsible for coordinating the operating functions of the unit, which focus on building sustainable working relationships with partners from both sides of the Arizona-Sonora border region to address the major environmental concerns for this region. This position is responsible for supervising staff including assigning work, setting priorities, monitoring and evaluating performance, developing and providing training to staff. The position is also responsible for ensuring that all unit work products are technically sound, accurate and meet program goals, State and Federal statutes, rules, regulations and professional ethics. Review and evaluate technical reports, community involvement relations and outputs, and legal documents such as consent decrees, orders, and access agreements. Attends meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making.


All our Unit Managers champion continuous improvement projects within the unit and recommend and implement program or operational improvements; assist in the development of goals and strategies; develop policies and procedures related to planning; ensure the unit operations meet established timelines and objectives; and provide guidance and interpretation of federal/state laws/regulations related to complex regulatory situations.

Knowledge, Skills & Abilities (KSAs):
  • Knowledge of or the ability to learn department policies and procedures, state and federal environmental compliance and enforcement protocols and their interpretations, including regulations regarding the development of state implementation plans and required components of the plan; functions of the various department environmental programs;
  • Skills in management/leadership and supervising; developing and maintaining interpersonal relationships; communication skills, written and verbal, including public speaking, writing technical reports, making presentations and meeting facilitation; analyze and interpret a wide variety of highly technical data; reading, comprehension and research; complex problem solving, problem resolution and decision making; negotiation; critical thinking; analytical/problem solving; organizational, planning, time management and project management;
  • Knowledge of or ability to learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customer's perspective while consuming the fewest resources, and engaging people in continuous problem solving.
  • Ability to analyze program needs, establish appropriate program priorities, and implement operating policies and procedures; analyze statutes, regulations and policies in terms of complex scientific and written/planning analysis determinations as they relate to State implementation plans; apply laws, rules, standards, policies, and procedures to analytical work; communicate clearly and establish effective working relationships with internal and external government officials, the regulated community, and members of the public, obtain information and resolve problems; effectively direct a diverse group of technical experts to reach goals and performance measures; create and refine metrics that represent activities conducted by unit; use good professional judgment and execute decisions with little supervision; work independently or as part of a team.
Selective Preference(s):
  • A bachelor’s degree in environmental management or natural resources management, environmental planning, or a related scientific field such as hydrology, geology, biology, or chemistry is required.
  • A master’s degree in environmental or natural resources management, environmental planning, or a related environmental scientific field such as hydrology, geology, biology, or chemistry is suggested.
  • Fluency in both English and Spanish: speaking, reading and writing.
  • A minimum of two years of professional experience in personnel management and coaching for performance.
  • The candidate must have experience in binational cooperation to address environmental issues along the border between Arizona and Sonora. The candidate must possess an understanding of federal, state, and local environmental regulatory framework in the US and Arizona, as well as in Sonora, Mexico.
