Responsible for oversight of the Southcentral District environmental compliance program, including the environmental compliance monitoring and reporting that is required on transportation projects that must conform to air, water, hazardous waste, natural resources, wildlife and/or other environmental regulations. This position provides and/or coordinates environmental clearances on all roadway construction, maintenance, encroachment permits and facilities related activities or projects within the Southcentral District. This position has the authority to make decisions within applicable program guidelines and applicable standards/specifications. Overnight travel may be required in the course of business.
Serves as subject matter expert for clarification and interpretation of environmental requirements involving review of encroachment permit applications; review, clearance, and oversight for compliance with environmental regulations on roadway construction and maintenance projects; conducting environmental site assessments; application of Best Management Practices and mitigation measures. Consults with and assists district leadership, professional project engineers, and senior technical field staff with a wide variety of complex environmental activities. Reviews and coordinates district environmental project meetings and field reviews. Assists with management and oversight of environmental consultants as needed for district work.
Preparation and monitoring of environmental plans, permits, notifications, etc. Coordinate the implementation and monitoring of stormwater, and landscaping requirements. Conduct environmental site assessments. Ensure documented compliance reporting and monitoring are accomplished for environmental permits and programs. Ensures compliance with all major federal and state environmental requirements. Ensures consistency, timeliness and adequacy of planning and compliance requirements. Assist with quality assurance/compliance functions; conducts audits and inspections as needed for environmental compliance.
Coordinate environmental information for outreach programs/activities and initiate and coordinate a variety of agency environmental agreements in consultation with Environmental Planning Group. Serves as liaison to various government agencies, and the general public regarding district environmental programs. Represents the district on committees/teams involved with environmental activities. Develop management strategies for district environmental related program roll-out. Coordinates and delivers district environmental training or education to frontline employees, supervisors and managers. Attend classes, workshops and general district meetings. Inspect and evaluate Right of Way(ROW) resources for presence of state-declared protective native plants and prohibited noxious weeds, prepare inventory and GIS mapping of such species, prepare a management plan to remove such vegetation from the ROW.

Bachelor of Arts or Bachelor of Science in a related environmental field.
Valid Driver's License. - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
