Job Summary:

We are looking for a project manager to administer the program requirements of the Arizona Oil and Gas Conservation Commission’s (Commission) oil and gas program. As the project manager, the successful candidate must be versatile, forward thinking, an independent problem solver, and have a passion and drive to improve processes using Lean skills and techniques. 


As the project manager, you will be responsible for helping to implement the oil and gas program under the direction of the Arizona Oil and Gas Conservation Commission Administrator. Duties and responsibilities will include, at a minimum, review and make recommendations on plugging and abandonment of orphaned wells in Arizona, conduct inspection, compliance and enforcement activities of wells being plugged and abandoned under Arizona’s infrastructure grant. The project manager will develop and manage complex scopes of work and budgets for multiple well sites, while interacting with the public and contractors. The project manager may, from time to time, work in the office, or in the field, collect and interpret analytical results (including technical reports), research, design, plan, and develop solutions to solve unique operator problems. 

Job Duties: Primary Duties include:
  • Review technical program documents and applications pertaining to the plugging and abandonment of wells. 
  • Perform wellsite inspections, document findings and issue inspection reports.
  • Write technical/ legal correspondence that conforms to rules and procedures of the program.
  • Review and interpret geologic maps, and cross sections.
  • Review and interpret geophysical logs and borehole logs and interpret cross sections developed from this data.
  • Provide regulatory and technical guidance to the regulated community, ADEQ staff, Commission members, and the public.
  • Project management and tracking of all plugging and abandonment activities in the field as well as comprehensive tracking and management of operator reporting.
  • Support community involvement and public meetings which may entail attending meetings held in the evening, public speaking, fact sheet development, ADEQ website revision submittals, etc.
  • Participation and/or lead Technical Project Planning sessions.
  • Project Management of Federal Grant (i.e. scope, schedule, budget, quality, risk, procurement, stakeholder, information management, communications, and public record preservation). 
Minimum Requirements:
  • Bachelor’s degree or higher in Environmental/Chemical / Petroleum Engineering, Hydrogeology, Geology (with oil and gas emphasis), Earth science, Environmental Management/Science/Studies or Sustainability.
  • Must have a broad knowledge of oil and gas, helium and geothermal operations.
  • Must understand plugging & abandonment operations and site remediation.
  • Must be able to read, understand and apply rules, regulations and statues; to follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks; to prepare clear, concise and accurate reports; and to summarize completed tasks and/or monitoring data orally and in written communication.
  • Driver's license - Possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks. Must maintain acceptable driving records and must complete any required driver training (See Arizona Administrative Code R2-10-207.12.
