ADEQ’s Operator Certification Program establishes guidelines to ensure that only certified operators make decisions about process control or system integrity that affects public health. The program establishes minimum standards for certification and recertification, develops the curriculum, and performs the testing and certification of Certified Operators in Arizona.
The Environmental Scientist 2 will be responsible for the implementation of the wastewater certification component of ADEQ’s Operator Certification Program. Responsibilities will include coordination with ADEQ’s other Operator Certification Programs and Arizona’s Certified Operators to ensure and to provide effective training, testing, certification, and certification renewals. This includes continuous improvement of the Operator Certification Program to continually improve the skillsets of Arizona’s Certified Operators in support of ADEQ’s mission of protecting public health and the environment and reducing Wastewater Treatment Facility upsets and exceedances of regulatory standards.
Additionally, the selected candidate will contribute to other projects as needed within the Inspections and Compliance Unit under the Groundwater Protection & Reuse Program. Such other tasks may include but not be limited to; inspections, case management, customer/compliance assistance, and root cause analysis problem solving efforts.
• Knowledge of Arizona’s Aquifer Protection Permit Program Rules and requirements and the ability to apply them to curriculum development for the Operator Certification Program.
• Knowledge of Wastewater Treatment Plant operations
• Strong skills and abilities in training professional on technical topics of various complexity
• Ability to prepare clear, concise and accurate reports; and to summarize completed tasks and/or monitoring data orally and in written communication
• Strong organizational skills and ability to schedule, conduct and manage multiple projects at the same time
• Ability to understand and apply environmental rules and statues; to follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks; to prepare clear, concise and accurate reports; and to summarize completed tasks and/or monitoring data orally and in written communication
• Bachelor’s degree in physical sciences, hydrology, geology, environmental engineering/sciences/management, chemistry, law or sustainability
• Level 1: 0-1 year experience
• Level 2: 2 years + experience
• Master’s Degree may be a substitute for 2 years of experience
• Currently being Wastewater or Drinking water Certified Operator
• Experience developing and deploying training and certification programs
