DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Salary: $15.3408 - $21.5021 per hour (DOE)

Job Summary:

Performs road maintenance and snow removal under the direction of Physical Plant Supervisor I. On occasion, supervises a Department of Corrections work crew or individuals performing road maintenance, construction or maintenance of barbed wire fences, and clearing vegetation from igloos. Assists FMO North crew members with general work orders as needed.

Job Duties:

Responsibilities include:
• Operates all types of heavy engineering equipment and material handling equipment to include, but not to be limited to: Road graders, bulldozers, front end loaders and 20 ton dump trucks to perform road maintenance and snow removal at direction of Physical Plant Supervisor I.
• Perform routine inspections and operator level maintenance; turn-in equipment to maintenance shop chief for periodic maintenance and services, maintain documentation as required.
• Supervise a Department of Corrections work crew or individuals in all aspects of construction and maintenance.
• Assists FMO North crew members with all general work orders assigned. To include maintenance of barbed wire fences and lawn/landscaping maintenance as needed.
• Tracks and maintains work order data logs for material cost estimates and time applied towards facilities work orders for all buildings and departments. Maintains knowledge of life cycle longevity on job specific equipment.
• Completes Environmental compliance forms and logs. Maintains work order log and maintenance information on buildings and equipment.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Extensive knowledge of capabilities, operating procedures, maintenance processes, and safety requirements for D-7 and D-8 bulldozers, 75-ton capacity rock crusher, clamshell bucket and backhoe.
• Safe operating procedures of gasoline or diesel-powered engineer and construction equipment with wheeled or crawler type traction for such operations as rough grading, earth moving, snow removal, back-filling, ditching, and fine grading for depot operations.
• Personal protective equipment required to do any job safely.
• Internal administrative operating procedures, safety regulations.
• Equipment. Basic knowledge of computer skills

Skilled in:
• Operations of heavy equipment
• Basic Computer Skills
• Performing minor maintenance on buildings and equipment.
• Performing road maintenance and drainage projects, including snow removal.
• Overseeing small inmate work crews.

Ability to:
• Communication
• Problem Solving
• Excellent hand and eye coordination.
• Understand and operate heavy industrial rolling stock equipment.
• Work with minimum or no supervision.
• Supervise DOC minimum-security inmates.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will possess experience operating heavy equipment of all types, extensive knowledge of construction operations and procedures. Two (2) or more years specialized experience in heavy equipment operation. A Commercial Driver’s License (CDL) is not required but a plus.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
• Must be willing and able to supervise DOC minimum-security inmates.
• Must be able to obtain and maintain a Method 9 certification within one year of hire.
