The Executive Director position is responsible for the overall management and operation of a small state government regulatory Agency.
• Management and implementation of a licensing and regulatory database and associated Webpage for electronic submission of applications, renewals and complaints
• Implements policies and drafts procedures to carry out the laws and ruled regulating the professions and practice of Respiratory Care in Arizona
• Budget preparation, submittal, monitoring and reconciliation (includes weekly review, approval and submittal of payment and receipts)
• Provides supervision, oversight, guidance, and may conduct investigations against licensees, applicants and unlicensed practitioners
• Draft & monitor bills and legislation as necessary, public lobbyist registration with SoS, testifies before the Legislature
• Drafts administrative rules, confers with Board and industry for promulgation of new and amended rules before GRRC
• Preparations of routine audits and Sunset Review Legislative audit; monitors legislation and bills
• Preparation, participation and various audits and Sunset review process
• Other duties as assigned as related to the position
Knowledge:
• Knowledge of Investigative practices policies and principals for quasi judicial government administrative agency
• Knowledge of Open Meeting Law, Arizona Revised Statutes and the Arizona Administrative Code
• Knowledge of Licensing and regulatory databases for tracking and license processing
• Knowledge of State budgetary guidelines and process including AZIPS & BUDDIES
• Knowledge of Public Administration, Human Resources and Public Relations
• Knowledge of Legislation, strategic planning and budgeting experience
• Knowledge of ISIS and TISA for information technology reporting
• General Knowledge of HRIS and procurement mandated
• Knowledge of AFIS, and GAO accounting mandates
• Knowledge of NPDB and reporting
Skills:
• Proficiency with Adobe Pro including creation of fillable forms
• Excellent interpersonal and multidisciplinary project skills
• Excellent legal document preparation and review skills
• Skill with web editing and web page manipulation
• Strong written and verbal communication skills
• Excellent skill with MS Office and Google
• Skill with web based data management
• Strong management skills
Ability:
• Ability to multi task and adequately prioritize Agency goals on a short and long term basis
• Ability to work in a small agency while maintain professionalism and discipline
• Ability to get the job done under any circumstance
• Ability to lead and inspire the team
• A Bachelor's Degree in Public Administration, Business Administration or related field
• Master's Degree in related field preferred but not mandatory
• Minimum of two (2) years or more of progressive management experience in a government or equivalent high level administrative position
Driving Requirements:
• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
