The Arizona Board of Dispensing Opticians is seeking a highly qualified, detail-oriented, and management-oriented Executive Director to lead the Board in carrying out its mission of protecting the public. In this phenomenal role, you will be responsible for the administrative operations of the Arizona Board of Dispensing Opticians pursuant to A.R.S. 32-1673 (B.2).
The appointee will represent the Board before the Legislature and the Governor’s Regulatory Review Council, and serve as the Board’s principal information source to the public, news media, licensees, and applicants.
The nature, scope, and complexity of responsibilities encompass the range and limits of authority, the need for independent judgment, and the potential consequences of decisions and actions.
The Board is seeking a highly qualified, detail-oriented, and management-oriented Executive Director to lead the Board in carrying out its mission of protecting the public. This position serves at the pleasure of the Board.
Administrative Functions: Ensuring compliance with all State and Federal reporting requirements, managing all operational aspects of the Board office, and ensuring compliance with all State and Federal reporting requirements.
Licensure Activities: Distributing, receiving, and processing license applications and corresponding materials, and performing annual renewal of licenses.
Communications/Reporting/Meetings Functions: State reporting requirements, preparing agendas and minutes for the Board, maintaining the website, and responding to records requests and license/credentialing verifications.
Financial Management Functions: Preparing the Board Budget annually, as well as financial reports for Board meetings, and reviewing contracts/costs specific to the Agency.
Complaints/Discipline Functions: Ensuring licensees comply with Board orders/requirements, drafting and executing Orders, being a prepared witness for hearings, initiating communication for complaints, preparing cases for review by Board members, and preparing subpoenas.
Knowledge of:
• Applicable federal and state statutes, regulations, and rules regarding physicians, various health and medical-related issues, administrative functioning, budgeting, data processing, purchasing, procurement, personnel, and other state and federal regulatory agencies
• A thorough knowledge of the principles and practices of public administration and the ability to apply said knowledge
• Highly developed communication skills, both oral and in writing
• Carry out the Agency’s functions and programs
• Finance, Accounting, and budgeting skills
• Proven ability to work with Boards
Skill in:
• Utilizing legal aspects of the agency requirements in implementing policies and procedures, and necessary changes to implement any changes in conjunction with the laws and regulations imposed on the agency
• The appropriate administrative skills to manage a state agency, negotiations, motivation, program evaluation, prioritization, task identification, and planning
• Interpret state and federal laws, rules, and regulations for the implementation of the required programs
• Time management, ability to work in the legislative process

Ability to:
• Review correspondence and supervise the operational aspects of the office involving both routine and high-level administrative matters, and related capacities and abilities
• Assist and advice in broad areas of Agency policy development, implementation, and coordination
• Prepare agendas for various meetings and/or conferences
• Preference will be given to candidates with knowledge of statutes and rules as they pertain to the Board of Dispensing Opticians and the General Statutes that apply to the health regulatory boards, including some general knowledge of what opticians do as it pertains to the Board’s mission and function.
• The ability to interpret law and rules and apply them in the daily business of the Board, as well as communicate the results to others clearly and concisely a must.
• Experience in the Public Sector and regulatory boards is required
• Experience with E-Licensing Database required
• Bachelor's Degree required
