Issues licenses to environmental laboratories engaged in compliance testing and prescribe rules providing for minimum standards of proficiency, methodology, quality assurance, operation, and safety. The compliance samples being monitored are subject to regulation pursuant to:
• Title 49 or rules adopted by the Department of Environmental Quality.
• Federal environmental statutes or regulations administered or enforced by the United States Environmental Protection Agency relating to the Safe Drinking Water Act, Clean Air Act, RCRA, CERCLA, TSCA, and Clean Water Act.
• Bottled water and ice as enforced by ADHS and the federal FDA.
Conducts initial and annual inspections of laboratories to determine compliance with the Statutes or Rules. May investigate the operation of a licensed laboratory upon receiving a complaint or of an unlicensed laboratory performing compliance testing. This position is required to perform work at/attend meetings at alternate locations and/or travel (in and out of state) when necessary
• Travel and perform on-site laboratory evaluations.
• Consult with laboratory personnel (in person and by telephone.
• Write laboratory evaluation reports and laboratory response reports.
• Investigate complaints, and evaluate materials submitted by laboratories in applications.
• Technical review of secretarial work, participate in formulating regulations and do. administrative paperwork.
• Participate in staff and Advisory Committee meetings, and pre-on-site evaluation workups.
• Confer with Program Manager.
• Evaluate Performance Evaluation sample results.
• Federal Regulations (FDA/EPA), Arizona Revised Statutes, and ADHS Rules pertaining to environmental laboratory licensing, quality and methodologies.
• A good understanding of laboratory management concepts and operational concepts.
• Safety precautions to be used when working with infectious agents and hazardous materials and potentially hazardous laboratory settings.
• Experience in performing various laboratory tests, operating laboratory instrumentation, and preparing and interpreting performance evaluation audit samples.
• Performance Management (PM), and Continuous Quality Improvement (CQI), and Lean methodologies.
• Oral and written communication.
• Analytical, interpersonal, listening, organizational, leadership, evaluation, research, and statistical skills.
• Work independently with minimal supervision.
• Participate in providing feedback or information at environmental training seminars and workshops. Able to see the whole picture and not center on minor details.
• Analyze analytical data, reporting, and evaluation of analyst qualifications in providing compliance data.

The ideal candidate will have:
• Bachelors of Science Degree in Chemistry, Biology or related degree required and a minimum of 4 years of laboratory experience. One year of on-the-job training as a laboratory certification consultant under the supervision of the Program Manager.
• Attendance of relevant environmental testing & reporting, training courses, workshops, & seminars. Work experience with Mass Spectroscopy and Quality Assurance in environmental laboratories.

Driving is required for State Business.
• Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records, and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
• EPA Drinking Water Certification in either Chemistry and/or Microbiology.
