What You'll Do to Contribute to Agency Success:

Under the direction of the Financial Administrator, this position will perform work of significant difficulty, managing the Non-Title 19 (TXIX) and grants management functions of several State appropriated, non-appropriated, & Federal grant funds, including the oversight of all Non-TXIX behavioral health manual payments and housing projects. This position will provide oversight on financial matters within these funding lines of business and will be required to provide administrative supervision of staff.

This position will serve as a liaison to contractors in receipt of the funding identified and will provide technical assistance and coordination with other internal divisions as needed, to meet the needs of these funding requirements, to include contractor expenditure report completion, budget availability, and education on rules.

We are searching for someone who has strong analytical skills, who has demonstrated the ability to analyze information and solid decision making, in addition to accounting, finance, procurement and housing experience, as you will serve as the focal point for several AHCCCS divisions related to behavioral health grants. 

Major duties and responsibilities include but are not limited to:
• Manage the daily Non-TXIX and grant financial processes for State appropriated, non-appropriated, and federal grant funds. Resolves problems and questions presented by management regarding financial transactions, policies and procedures. Develop standard work and operating manuals. Analyze, review, and provide recommendations for efficiency and improvement.
• Develop and submit statutory reports, budgetary requests, Intergovernmental/Interagency agreements, and contracts in accordance with funding requirements. Review of housing spending plans, housing projects, and housing requests in accordance with funding requirements. For the discretionary grants, Management of all FFATA reporting; management of the 90-day closeout grant process; completion of the reconciliation for the Federal Financial Report; and project management of all grant activities.
• Manage monthly contractor payments cycle (RBHA, TRBHA, and other Contractors) to ensure funds are spent in accordance with State & Federal requirements. Research and review payments requests and initiate payments and inter agency/ intergovernmental transfers to contractors and state agencies. Analyze and review numerous internal & external reports, reconciling expenditures, and financial data.
• Prepare and submit grant applications to include review of funding request and budget development in accordance with grant requirements and State regulations. Review of Notice of Funding Opportunity, including application terms and conditions, required deliverables and assist program in review and drafting of allocation letters and scopes of work. Participation and preparation of materials for federal site reviews.
• Preparation & review of all required financial language including contractor policy language, operating manuals, internal policies & procedures, operational review tools, and contract language to ensure financial requirements are in compliance with federal grant requirements, the State of Arizona Accounting Manual (SAAM), and Uniform Guidance.
• Supervise, train, and provide clear direction and communication to direct reports. Cross train with other team members on Non-TXIX and grant funds & related activities. Monitor and spot check direct report's outputs (e.g CER review, spreadsheets, etc.) for quality and quantity. Establish a process to track direct reports' work product and utilize data for employee discussion (via 1:1, email etc), mid-point and annual evaluations, or other.
• Research & analysis to provide technical assistance to internal & external stakeholders on federal grant requirements. Act as financial liaison with other State agencies & contracted entities.

Qualifications:

Minimum:
• Bachelor's Degree in Accounting or Finance, or related field and 3 years exp. in budgeting, and extensive experience using spreadsheet and database systems. Master's degree in a related field may substitute for 2 years of the required experience.

Preference:
• Familiarity with the government accounting.
