Job Summary:

The Department’s Engineering Services Manager is responsible for cultivating the necessary structure, proficiency and performance of the Engineering Services section to support the capital development, engineering, construction and facilities maintenance needs for the Department. In addition, provides leadership, guidance and mentoring to engineering staff to promote successful outcomes within the section’s programmatic responsibilities, which comprise of Capital Development, Statewide Facilities Repair and Maintenance, AGFD Building renewal Program, AGFD Boating Access Program, AGFD Dams Operations and Maintenance Program, Lands and Infrastructure Improvements.

Job Duties:

The incumbent supervises three professional engineers and establishes programmatic budgets and corresponding assignments for engineering staff, setting priorities and schedules for completion to administer independent project management on a variety of complex engineering and construction projects including budget control, contract development (planning and design), construction procurement, construction administration, and environmental compliance. The Engineering Services section typically implements $8-$10 million in capital, infrastructure and building renewal projects annually. In addition, the Engineering Services Manager is responsible for administering the Arizona Boating Access Program and plans for development and rehabilitation of new and existing boating access facilities on 30 different waterways and growing. This position will perform comprehensive reviews, evaluation and feasibility studies of watercraft facility needs on a statewide basis. Projects may include construction of boat launch ramps, courtesy docks, parking lots, roads, restroom buildings, underground utilities, etc.

This position requires registration as a professional engineer with the Arizona Board of Technical Registration.

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge/skill/ability in:
Principles and practices of civil engineering as applied to design, construction, maintenance and estimating project costs for capital and infrastructure projects
Knowledge in field of architecture, mechanical engineering, electrical engineering, geotechnical engineering, landscaping, and material testing
Knowledge in federal regulations, state statutes, local codes and Department policies
Knowledge in application of basic survey instruments
Strong communication skills both oral and written
Analytical thought to reach sound decisions
Ability to develop innovative methods to save cost and improve process
Ability to use standard office equipment and use of AutoCad and project management software

Pre-Employment Requirements:

Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
