Job Summary:

Under the general direction of the GIS supervisor this position provides GIS services to include: pro-actively averting problems using quality standards and procedures; pro-actively identifying and solving unique and complex problems; performing complex spatial analysis; creation of spatial data models; mapping; geocoding; process automation; GUI based application development; training for beginning GIS users; development of necessary data to be used in calculating rates, producing maps and supporting data visualization. This position will: act as lead to junior GIS staff and/or GIS interns; maintain GIS resources, engage with internal and external stakeholders to determine functional requirements and coordinate GIS projects; research GIS problems and potential solutions; and create technical documentation including workflows, standard operating procedures, metadata and training materials.

Job Duties:

- Supports current spatial systems, processes, and applications including proactively identifying and resolving complex problems with deployed systems; performing root cause analysis and remediation in one or more applications or systems; writing technical documentation to describe GIS systems, data, work-flows, standard operating procedures and for the creation of training materials.
- Engages with internal and external customers to understand functional requirements, and contributes to the completion of functional specifications.
- Develops web mapping and other GIS applications and spatial systems using GUI-based application development software and the ESRI suite of software.
- Develops, tests, populates, and maintains spatial datasets using established standards.
- Performs complex spatial analysis.
- Design cartographic products following best practices and community standards and guidelines.
- Provides assistance and acts as lead to junior GIS staff and other users of GIS systems.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-Considerable working knowledge of GIS systems, spatial data, and database management systems and development platforms.
-High-level information technology systems; ESRI software suite including Arclnfo, Arc View, ArcSDE, ArcGIS Server, and all related software; programming and its associated concepts; goals and objectives of public health; Geographic, Social Science and Computer Science concepts.
-Agile method of project management.
-Performance Management (PM), and
Continuous Quality Improvement (CQI) and Lean methodologies.

-ESRI software suite including ArcGIS Desktop (ArcGIS Pro, ArcMap), ArcGIS Online, ArcGIS Enterprise) and all related software

-Develops, tests, populates, and maintains spatial datasets using established standards

-Application development using  Low code /no code



Skill in:
-Strong customer service skills.
-Excellent interpersonal, written, and oral communication skills.
-Spatial analysis, data analysis, spatial data conversion, acquisition, and manipulation.
-Basic programming and the ability to edit and apply existing code.
-Process automation using GUI-based software and basic coding.
-Application development using GUI-based software e.g. Web AppBuilder for ArcGIS.
-Map creation for reports, presentations, videos, the web, and various other forms of media.

Selective Preference(s):

Bachelor’s degree plus 5 or more years of GIS and analysis experience (or equivalent experience) – Advanced GIS software training –(e.g., modeling and database integration). Software e.g. ESRI Operations dashboards, Web AppBuilder, Experience Builder, other AGOL apps

 

Pre-Employment Requirements:

- Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records, and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
- (PLS Fingerprint cards) Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S.41-1758.07 or must apply for a level one fingerprint clearance card within seven working days after beginning employment. You will be required to pay an $8.25 fee for fingerprint screening.  If hired, you will be able to request reimbursement of the $8.25.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
