Job Summary:

CLASS SUMMARY:
 
The position is responsible for performing the grant-related post-award and closeout functions for programs funded by grants or special revenue totaling approximately $2 million. These functions include: preparing financial projections and budgets, actual versus budget reporting, reviewing/monitoring of individual grants and transactions for compliance with private, local, state and federal fund requirements, billing and collections, journal entries, reconciliations, and financial grant reporting including preparation of reports for granting authorities. Position may also be required to verify budget proposals for grant applications. The position provides fiscal service and support for both the Business Services department as well as agency Directors, Principals, and other key personnel.
 
The position receives supervision and work assignments from the Budget and Grants Supervisor (or designated supervisor)  and provides oversight and updates to the Budget Analysts.
 
Essential duties include:
Planning, organizing, and coordinating the accounting and financial reporting for grants, including: preparing monthly budget reports, forecasting revenue, estimating any carry-over of funds from one year to the next
Researching issues, preparing invoices/billing and collecting funds for the support of restricted fund expenditures
Preparing journal entries to ensure accurate recording of grant income and expenses in the Arizona Financial Information System (AFIS)
Reviewing and approving workflow requisition transactions in the Arizona Procurement Portal (APP)
Preparing or assisting in the preparation of all applicable fiscal reports for sponsored programs and ensuring the timely submission thereof
Coordinating with key personnel at all levels of the agency to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget deadlines
Developing positive working relationships to foster a collaborative environment for grant coordination and oversight
Attending professional development training and staying abreast of the Office of Management and Budget (OMB) Circulars and their applicability to grant management related audit, federal regulations, state laws and agency policies, and any workshops or seminars on grants or special revenues
Setting up, monitoring, and auditing of personnel time and effort to ensure that Time & Effort requirements as defined by OMB guidelines are being followed
Maintaining grant fiscal records
Monitoring salary and non-salary expenditures and journal entries for reasonableness and compliance with Allowable Cost Principles as applicable
Preparing and updating, as needed, financial procedures related to grants
Performing other duties as assigned
TRAINING AND EXPERIENCE:
 
Required Education and Experience: Associate's Degree and/or minimum of two years of general accounting experience or equivalent experience managing grants.

Preferred Education and Experience: A Bachelor's Degree in Accounting, Finance, Business Administration or a related field and/or 3-5 years of relevant experience in budgeting, forecasting and financial reporting.
Proficient with applications and programs of Google Workspace or Microsoft Suite
Proficient in data entry
 
LICENSING/CERTIFICATION REQUIREMENTS:

Must be able to pass FBI and State background check
Defensive Driver Training Program to be completed by all agency personnel that drive on State business
 
KNOWLEDGE OF:

Policies, procedures, and programs of the immediate work unit
Principles and practices of administration and management
Agency or program rules, regulations, and operating procedures
Governmental Accounting as related to Grant Funding and Management
Laws, rules and regulations regarding financial record keeping in the State of Arizona
Grant processes and practices
Grant writing and preparation
 
DEMONSTRATED SKILL/ABILITY TO:

Communicate information and ideas effectively so that others will understand, both orally and in writing
Analyze and interpret financial data for accuracy
 
Apply a logical thought process necessary for researching, problem solving and decision-making
Organize and prioritize

Excellent interpersonal skills, ability to provide a high level of customer service and establish and maintain effective interdepartmental communications and relationships
