Job Summary:

The Arizona Department of Homeland Security (AZDOHS) is seeking a Grants and Finance Accounting Manager (Accountant 4) to join the Finance and Administration team, reporting directly to the Assistant Director for Finance and Administration.

This position is a senior level accountant, who has comprehensive knowledge of Federal and State laws, regulations and policies as outlined in the Code of Federal Regulations (CFR), Arizona Revised Statutes, and State Accounting Rules (State of Arizona Accounting Manual).

This position is required to work independently applying Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), and Governmental Accounting Standards Board (GASB) theories and concepts in a state government element.

This position is responsible for designing and maintaining the transaction coding profile elements necessary for financial reporting. and responsible for ensuring all accounting entires in the state accounting system have been validated against internal documentation and comply with all federal and state requirements.

Major Responsibilities & Essential Functions:

• Analyze and approve recommendations for such fiscal transactions as billing and invoices, grant reimbursement requests, payments, or other financial processes and requirements for the agency

• Develop and maintain federal fund request packets and documentation, including ensuring appropriate employee charging to federal fund sources

• Resolve problems and questions presented by management regarding accounting transactions, policies and procedures

• Initiate accounting entries in the state accounting system, ensuring validation against internal documentation

• Develop, implement, modify and document record keeping and accounting systems and grant ledgers

• Establish tables of accounts and assign entries to proper accounts

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Generally Accepted Auditing Standards (GAAS) and Generally Accepted Governmental Auditing Standards (GAGAS) as they relate to the principles, concepts, practices, methods and techniques of governmental accounting and fiscal management

• Generally Accepted Accounting Principles (GAAP), Governmental and Financial Accounting Standards Board (GASB and FASB) pronouncements and cash and accrual basis accounting

• Comprehensive knowledge of reference materials such as 2 CFR 200, Arizona Revised Statutes, applicable agency manuals, and policies and procedures

• Considerable knowledge of the methods and techniques of automated financial systems

• Working knowledge of financial research methodologies

• Internal control structures and fiscal management

• Financial statement preparation

Skills:

• Proficient in Google Suite along with Windows, Excel, and other PC-based accounting, database, and spreadsheet softwares including the Arizona Financial Information System (AZ360)

• High level of technical and analytical skill working with financial data for both state and federal funding

• Considerable skill in analysis, interpretation and communication of financial data

• Problem solving techniques for independent research and reconciliation

• Spreadsheet and financial database development

• Work organization and accomplishment

• Oral and written communication

Ability:

• Resolve problems and questions from management, peers, subordinate staff and staff with other State Agencies regarding work processes, policies, organization or methods of financial data compilation and reporting

• Ability to prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards

• Work effectively and efficiently in a high paced, continuously changing environment with frequent interruptions

• Write reports in summarizing financial data compilation, interpretation and analysis

• Establish tables of accounts and assign entries to proper accounts

• Write operating procedures for standard work assignments

• Adapt to changing priorities in an efficient manner

Required Education, Licensure, Certification:

• Two years experience as an Accountant 2, 3, or equivalent

• Bachelor's degree in accounting or closely related field

Prefered Education, Licensure, Certification:

• Experience in governmental or related financial accounting utilizing complex automated systems preparing a variety of financial reports and statements is preferred

• CPA license (or in pursuit of getting a CPA) is a plus
