This position is currently grant funded with a salary range of $74,000-85,000, dependent on experience.
A wide salary range is posted for this position and any job offer is based upon a salary analysis which considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. There is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Job Summary:

The Governor’s Office of Strategic Planning and Budgeting (OSPB) is seeking a highly motivated and public service minded individual to serve on the Grants and Federal Resources Team (GFRT) within OSPB. The Grants Management Training Specialist will be responsible for providing foundational grants management training and development, and supporting the statewide transition to an enterprise Grants Management System (GMS).

This position plays a pivotal role in building a culture of continuous learning and improvement of statewide grant practices and engagement through training initiatives, including foundational grant support, course development, and onboarding.

The Grants Management Training Specialist will work as a member of the GFR Training Team to support the statewide grants community. The ideal candidate is a dynamic learning professional with proven expertise in instructional design and training delivery.

Job Duties:

The Grants Management Training Specialist key job responsibilities will include:

• Act as a representative for the Governor’s Office within the scope of responsibility, maintaining high standards of personal, and professional accountability

• Support the statewide GMS transition and implementation by onboarding state agency staff into the system, serving as the main point of contact for agency transition issues, and creating materials to bridge the gap between implementation and user proficiency

• Evaluate training delivery and effectiveness through assessments, surveys, and feedback and use the results to revise and improve training programs

• Stay updated on federal and state grants guidance and legislation such as Uniform Grant Guidance (UGG) and state and federal laws and regulations

• Design training programs using various instructional techniques and formats, including in-person workshops, e-learning, and virtual webinars

• Lead and facilitate training sessions and workshops, ensuring a positive and engaging learning experience for participants

• Execute communication plans by writing and editing content for emails, newsletters, websites, and training aids

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Working knowledge of Uniform Grant Guidelines (UGG), federal and state statutes, laws, rules, and regulations

• Knowledge and experience in learning management systems (LMS) and other training technology platforms

• Knowledge of instructional design principles and adult learning theory

Skills:

• Proficient in Microsoft Office (Excel, Word and PowerPoint), Google Suite, and comfortable navigating new software products and applications

• Strong analytical and problem-solving skills with a focus on achieving statewide goals through effective training and development initiatives

• Experience with course development, digital learning, and content authoring tools and technologies

• Strong writing, editing, and public speaking skills

Ability:

• Ability to work independently, meet deadlines, and manage multiple priorities/projects coupled with the flexibility to quickly adapt to changing business needs

• Ability to collaborate and use interpersonal skills to build relationships with internal and external stakeholders

• Ability to transform complex information into compelling messages

• Display discretion and good judgment in the execution of duties

• Ability to develop engaging content and innovative approaches

• Able to work autonomously and meet deadlines

Experience:

• Master’s degree in a related field with 2+ years experience in training, education, or related field; or, a Bachelor’s degree in a related field with 3+ years in training, education, or related field; or 5+ years in training, education, or related field

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
