Provides strategic leadership and operational oversight for the Grants & Compliance Team, ensuring all federal, state, and discretionary grant programs administered by the Office of Economic Opportunity comply with applicable regulations, policies, and procedures. This position serves as the agency's subject matter expert on federal grant compliance, particularly 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Reports to the Deputy Finance Administrator. The position is grant-funded and employment is contingent upon the availability of funding.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Supervisory & Leadership -
Supervise, mentor, and evaluate the performance of professional staff, ensuring balanced workload distribution and adequate program coverage. Design and implement comprehensive training programs focused on 2 CFR Part 200, federal grant regulations, and compliance best practices. Establish clear metrics and accountability standards to optimize team operations and service delivery. Lead recruitment, hiring, and onboarding initiatives to build and maintain a skilled compliance workforce.
Fiscal Agent Compliance Oversight -
Develop, implement, and maintain comprehensive grant compliance policies and procedures aligned with federal and state regulations. Oversee the subrecipient monitoring program, including risk assessments, monitoring schedules, desk reviews, and on-site visits. Review and approve monitoring reports, findings, and corrective action plans to ensure program integrity. Ensure timely resolution of compliance issues, audit findings, and questioned costs. Monitor changes in federal and state regulations and update agency policies accordingly. Serve as the agency liaison for all federal and state compliance reviews and audits.
Grant Administration -
Review and approve grant award packages, modifications, budget amendments, and closeout documentation. Oversee the grant application intake process and ensure timely processing of all awards. Coordinate with program staff regarding specific grant requirements, deliverables, and reporting obligations. Ensure proper documentation and record retention for all grant activities to maintain audit readiness. Manage the contract and procurement function to ensure strict compliance with federal procurement standards.
Technical Assistance & Training -
Provide technical assistance and guidance to subrecipients on federal grant requirements, allowable costs, and compliance expectations. Develop and deliver training programs, workshops, and orientation sessions for new grantees. Create guidance documents, toolkits, and templates to support subrecipient compliance and operational consistency. Respond to complex compliance inquiries from internal and external stakeholders to resolve regulatory issues.
Risk Management & Reporting -
Manage the subrecipient risk assessment process and recommend appropriate monitoring levels based on identified vulnerabilities. Prepare comprehensive compliance reports and strategic briefings for agency leadership. Identify systemic compliance issues across grant programs and develop proactive mitigation strategies.

Knowledge of:
• 2 CFR Part 200 (Uniform Guidance) and federal grant regulations.
• Strong understanding of federal cost principles, audit requirements, and procurement standards.
• Comprehensive knowledge of grant lifecycle management and subrecipient monitoring frameworks.
Skill in:
• Excellent analytical, problem-solving, and decision-making skills for complex fiscal issues. • Superior written and verbal communication skills for high-level reporting and stakeholder engagement.
• Proficiency in Microsoft Office Suite and specialized grant management systems.
Ability to:
• Provide strategic leadership and operational oversight for multi-unit teams.
• Interpret evolving federal and state regulations and update agency policies accordingly.
• Manage the subrecipient risk assessment process and identify systemic compliance issues.
• Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or related field preferred; Master's degree preferred.
• Minimum 5 years of progressively responsible experience in federal grant administration, compliance, or auditing. Minimum 3 years of supervisory experience.
• Experience with workforce development programs (WIOA, Wagner-Peyser, etc.) strongly preferred.
