The Governor’s Office of Arizona is seeking an H.R. 1 Implementation Director. This executive role is the state’s primary lead for the federal and state implementation of H.R. 1.
The Director will drive the portfolio of projects required to meet federal mandates, ensuring operational readiness across the Arizona Health Care Cost Containment System (AHCCCS), the Department of Economic Security (DES), and the Arizona Department of Health Services (ADHS).
This position requires a leader capable of managing significant IT system changes, budgeting, and stakeholder engagement under strict federal deadlines. The ideal candidate needs to be nimble as federal directives emerge and be able to craft the state’s successful response plan and implement it within available resources.
This position offers the potential for a hybrid position, with either two days a week in person or one week out of the month in person. This is offered to the extent it does not interfere with fulfilling responsibilities of the position.
• Strategic Roadmap: Create and drive the comprehensive state-wide plan to respond to H.R. 1 and subsequent major federal directives impacting Arizona’s health and human services system.
• Federal Compliance: Oversee the successful implementation of H.R. 1, a federally required component of the act, ensuring all policy, legal, and operational requirements are met before applicable deadlines.
• Cross-Agency Coordination: Communicate and coordinate with other state agencies and partners to drive federal response coordination and operations. Lead the completion of cross-functional projects between AHCCCS, ADHS, and DES.
• Executive Advisory: Provide strategic recommendations to the Governor’s Senior Leadership Team and Agency Directors regarding operational and budget needs. Be able to identify where policy decisions need to be made and to lead coordination of the response with relevant policy advisors.
• Vendor & Partner Management: Drive communication and engagement with external vendor partners and stakeholders to ensure timely input for consideration. Be able to represent the Governor’s Office effectively in public settings and create high-quality presentation materials for internal and external audiences.
• Continuous Improvement: Operate within the Arizona Management System (AMS) to reduce waste, improve processes, and measure results in the implementation of H.R. 1.
• Significant experience working with Medicaid and/or SNAP programs, with leadership support experience, with an understanding of financing models, knowledge of federal regulatory processes, and familiarity with eligibility-related policies such as work requirements
• Experience leading and implementing complex projects or programs, as well as leading and influencing teams and achieving defined goals
• Deep knowledge of state government and issues facing the Medicaid and/or SNAP program and its members
• Strong commitment to the mission and priorities of the Administration
