The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as an HC Financial Consultant. This position is part of the AHCCCS Actuarial Team and will be responsible for a variety of tasks including reconciliations, capitation rate loads and monitoring, miscellaneous data processes and data analysis as well as assisting the team with all aspects of capitation rate development. The position will help monitor the financial stability of the Contractors providing Medicaid services to members under managed care contracts, help with State Directed Payments (SDP), and clearly and accurately document all processes for review by a supervisor. The position will also be responsible for ad hoc analyses as assigned by their supervisor, as well as reviewing revisions to policies/laws/regulations for impacts to AHCCCS programs and implementing process improvements as appropriate based on their functional team. The position will collaborate with a variety of cross-functional teams throughout the agency.

Major duties and responsibilities include, but are not limited to:
• Preparation and analysis of financial and encounter data, SDP data, and rates and reimbursement data to support the actuaries for the managed care programs.
• Preparation and calculation of managed care program reconciliations including SDP reconciliations.
• Assist with reviewing information from both the actuarial team and other reporting departments for accuracy and quality control purposes. Provide assistance with capitation rate certifications and notification rate documents review, including verifying source data, documentation of assumptions and methodologies, and identifying concerns or errors for correction.
• Gain familiarity with policies/laws/regulations and review revisions for impacts to AHCCCS programs, implement process improvements as appropriate based on their functional team(s) assignments.
• Facilitate communication with internal and external stakeholders, including follow-up communication as needed.

Qualifications:

Minimum:
• Bachelor’s degree in mathematics, economics, finance, or accounting with two years' experience in financial analysis (OR equivalent experience).

Preferred:
• C.P.A. or master's level degree preferred. Experience with Medicaid managed health care preferred.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
