Job Summary:

This position reports to the Children and Youth with Special Healthcare Needs Program Manager and is responsible for program management of Children’s Health program activities. The candidate will manage a variety of contracts including contracts with local programs, vendors, community-based programs, statewide and federal programs. This position will assist with coordination, implementation, and monitoring all aspects of the ADHS Sensory Program, including Arizona’s legislatively mandated hearing and vision screening programs. This position will provide education and training to, and foster partnerships with, child serving agencies and schools, to support the implementation of sensory screening policies. This position will be responsible for the monitoring and reporting of vision and hearing screening and maintaining program components including curriculum development, equipment inventory, training and education, and policy and procedures.
This position will also coordinate workgroups and projects related to early childhood screening and partner with internal and external programs to align screening efforts. This position maintains relationships with community partners, schools, and child-serving agencies. In addition, this position will work closely and participate in work groups with internal programs including: Newborn Screening and ADHS home visiting programs. The candidate will respond to community member inquiries or requests for assistance by telephone, mail, email and/or in person by providing resources and referrals; technical assistance, recommend actions to be taken, offer strategies to resolve problems.
The Bureau of Women’s and Children’s Health serves as Arizona's Title V CYSHCN agency and receives funding through the Maternal and Child Health Bureau (MCHB) Title V Block Grant, which designates 33% of its funding for CYSHCN. This position is funded entirely by Federal funds and does not require any expenditure of state general funds. The candidate will act independently and collaboratively sharing tasks with other Office of Children’s Health staff on a variety of Title V CYSHCN projects. This position is required to perform work at/attend meetings at alternate locations and/or travel when necessary.

Job Duties:

Developing, implementing, and managing ADHS Sensory Screening Program components. This program will be in-line and consistent with the state mandates and MCHB guidelines and recommendations.

Coordinating tasks for the ADHS Sensory Screening Program. Working with other staff to coordinate training, tracking, and reporting. Providing technical assistance to a variety of stakeholders.

Managing and monitoring contracts and budgets, providing contracted partners with ongoing technical assistance, and management of deliverables and payment of invoices, working independently and collaboratively with other staff.

Establishing and maintaining strategic partnerships to advance the ADHS Sensory Screening Program and early childhood screening through mutually beneficial professional relationships with referral sources including but not limited to: schools, other state child serving agencies, community based organizations, family advocacy agencies, school nurses' groups, social workers, home visiting programs, early care and education centers, educational professionals and health plans. Utilizing existing tracking tools and data collected to monitor progress and assess gaps.

Assisting in developing and implementing new contracts, requests for proposals, contract monitoring, on-site monitoring, etc. as needed. Participating in Bureau contract development and procurement training and workshops.

Representing the Office Chief on advisory/planning committees to implement coordination activities; presents at various conferences and meetings; and confers with and provides technical assistance to other child-serving agencies, community and professional organizations on health strategies related to children’s health and CYSHCN and their families, in English and, when available, Spanish.

Coordinate the information pertaining to developmental screenings across BWCH programs and act as a liaison with other state agencies on the topic of developmental screenings. This may include tracking training, trainers, and identifying program needs related to development screenings and/or collaborating with other programs or agencies to track trainings, trainers, and identifying program needs related to development screenings.

-Fundamentals of systems of care for children and their families and public health.
-Early childhood development, hearing and vision screening, sensory, developmental screening, follow up to care.
-Family centered, community based systems of coordinated care for children with special healthcare needs.

Selective Preference(s):

Masters degree in public health, healthcare, child and family development, or special education and a minimum of 3 years experience working in a related field; OR a Bachelor's degree in the stated areas with a minimum of 5 years work exp. OR a minimum of 7+ years experience working in a school, community and/or health setting with children and youth including children and youth with special health care needs (CYSHCN) and their families, including but not limited to having a personal experience as a parent or family member of a CYSHCN.
