Job Summary:

This position will oversee and manage the day to day complex tasks required to keep ASPEN/Data Management Systems up to date. This position will lead the Bureaus in moving toward compliance with performance measures by monitoring and analyzing data to implement the Arizona Management System (AMS).

This position develops confidential reports to evaluate the Licensing system. This position will attend meeting throughout the Department/Bureaus providing education on the use of ASPEN suite including ACTS and the future implementation of iQIES

This position administers ASPEN/ACTS in order to ensure complete and accurate data entry allowing for reporting health care institution data defined by regulation and AMS in ensuring the quality review of ASPEN Suite. Additional needs includes training staff on the systems; assisting with implementation of iQIES and addressing issues related to the data quality and reporting; working on budgetary issues related to the needs of the Licensing Data System; performing analysis of Licensing data to assist the Department in evaluating the healthcare system; and writing a variety of management reports.

This position will work with the data to assist the Department in assessing the quality of the Licensing system through the review of ASPEN data. This includes working with Bureaus in conducting analysis and evaluation for continuous quality improvement The position works with the Bureaus on issues such as the data collection system, confidentiality, reporting of data, developing methods for continued quality enhancement of data and the quality improvement process.

Job Duties:

-Manages and administers ASPEN Suite in order to ensure the complete, accurate, and timely Licensing data. Oversees Licensing data entry and ongoing reports from the system. Identifies issues related to data and acts as primary liaison to HCI Bureaus for the management of Licensing/certification data and business intelligence reports. Uses statistical/data management software to create and manage scripts.
-Implements comprehensive quality assurance measures to assess and improve the quality of Licensing and certification data. Develops forms and auditing procedures for reporting compliance or deficiencies related to timeliness, completeness, and accuracy according to regulations and policies.
-Monitors compliance and collaborates with Bureaus to develop work plans to resolve deficiencies. Assists with quality assurance reviews. Monitors and implements necessary tasks to ensure State required data elements are in alignment with data standards.
-Enhances quality of Licensing data and reporting by providing educational materials and opportunities to Bureau data users. Maintains detailed data dictionary and user manual on required data elements. Coordinate training on topics including software, data entry, and data reporting. Educate Bureaus on the requirements and importance of participation. Attends training relevant to improving the ability to perform the position.
-Increase the application of ASPEN data for reporting and evaluation of Licensing services. Writes a variety of management reports including producing and disseminating standard reports, quality assurance reports and specialized reports as directed by Bureaus and Branch. Assists the other staff in creating, identifying limitations of the data and investigating data linkage options to other Department databases.
-Oversees and assists with hardware/software application, and exchange of data in order to maintain an efficient electronic reporting system. Identifies needs for modifications and tracks updates to State and CMS systems. Maintains computerized data bases and investigates state-wide reporting options. Works with and maintains communication with the ASPEN vendor to correct systems problems and create necessary audit filters and reporting functions.
-Develops and maintains partnerships with Bureaus to ensure conformance with regulations for reporting. Attends requires meetings. Responds to questions, interpret reporting policies and provides technical assistance. Participates in rule writing/review, policy evaluation and business rules review. Ensures regulations are kept current
-Writes and implements long term program plans and operating procedures for the management and reporting of licensing data to ensure efficient workflow and optimal data quality. Develops Licensing best practices in accordance with program rules
-Work with users ensure data confidentiality and security according to state regulations. Maintains confidential data in a secure location. Ensures procedures are followed regarding dissemination of confidential data using ASPEN including destruction of data according to the State destruction policies. Attends meetings through out the state and out of state, which may include over night stays, to explain and demonstrate ASPEN functions.

Selective Preference(s):

Bachelor's Degree in an analytical or mathematical field, with 4 years work experience in a health care related field. Master's Degree will substitute for 2 years of work experience. Preferred candidate will have experiencing with SAS and Tableau and knowledge of SQL.

Retirement:
