Job Summary:

Performs abroad scope of high level highway operational duties (including scheduling, assigning and overseeing crew/org work, inspecting work, training and guiding staff) related to items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, sign fabrication, office administration, permit compliance, record keeping, work management reports, inventory and features tracking, budgeting, data entry, contract preparation and tracking,environmental compliance, vehicle and equipment care. Provide and preserve a safe and efficient transportation system for the traveling public, as well as being courteous, considerate and prompt in dealing with and serving the public. Establishes priorities to be accomplished and communicates to the crews the needed work and location. Position will assure proper procedures being utilized for day to day, respond 24/7.

Job Duties:

Operates and trains others on truck-mounted and/or stand-alone motorized vehicles and powered/non-powered equipment and tools to properly perform assigned work duties. Vehicles and equipment include but not limited to loaders, large trucks, large trailers, variable message boards, cone trucks, power brooms, water tankers, rollers, oil boots and attenuators. Includes the required maintenance checks and minor services to comply with laws rules policies and procedures. Inspects, repairs and trains others on all highway system features, safety and components, makes periodic adjustments, checks for performance, and documents status for electronic management and data storage records. System features include but not limited to signs, guardrail, barriers, walls, channels,pavements, drainage structures, pumps, engines, computerized devices.

Performs difficult, highly skilled tasks appropriate to roadway maintenance, operates heaviest construction and maintenance type equipment in accomplishing precise maneuvers for special work activities as prescribed by work standards Enters crew cards into Pecos work program. Assists with the overview of the unit's budget. Enters crew cards into Pecos work program. Assists with the overview of the unit's budget. Assists with the management of the annual work plan, coordinating resources (manpower, equipment and materials), contracted services and items, and facility management.

Processes work report requests and special reports requested by supervisors, superintendents, and managers. Assists units and section with developing annual work plan and budget. Tracks units boundary changes. Will drive a vehicle in the course and scope of state business. Insures preventive maintenance on vehicle, powered/non-powered equipment and tools; determines need for major maintenance/repair and arranges services. Coordinates and documents alternate work resources such as prison work crews and contracted services along with in house crews for most efficient manpower and equipment usage. Assists construction crews with projects to assure highway assets are protected and for end-product acceptance.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Procedures,practices and methods of the operation, preventive maintenance and minor repair of vehicles and equipment used in roadway operations, roadside operations.
  • Office procedures, procurement, Pecos reporting and coding, inventory and customer relations.
  • Federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations. Wide-ranging knowledge of materials, equipment and tools used in work activities and established work methods and standards.
  • Procedures and practices established for the work section; broad knowledge of Manual on Traffic Control Devices for work zones.
  • Math, accounting, English, grammar, and Computer systems such a Google/MS

SKILLS IN:

  • Applying and making intermediate level interpretations of federal, state andagency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations; using proper materials, vehicles and equipment to perform work activities within established work methods.

Pre-Employment Requirements:

A commercial driver's' license with proper endorsements at time of appointment. 

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
