Salary: $56,098 - $85,000 (DOE)

The largest government human resources system in Arizona is managed by the Arizona Department of Administration (ADOA), Human Resources Division (HRD). ADOA HRD aspires to recruit and retain a world-class workforce to serve the citizens of Arizona. This position serves as an advanced level Human Resources generalist with primary focus on Employee Relations.

All work, including remote work, should be performed within Arizona, unless an exception is properly authorized in advance.

• Provides specialized consultation to customers on employee relations, HR related training, conflict management, FMLA administration, performance management, employee discipline issues, interpretation of related policies, procedures, rules, statutes, and conducting investigations related to employee misconduct and/ or discrimination complaints, retaliation or violation/non-compliance with Personnel Rules.
  
• Meets and communicates with division leadership to determine needs; advises on available resources and services to support and address issues; leads and executes key initiatives to support the agency.
  
• Participates in the development and implementation of HR related policies and procedures; advises division leadership on organizational development and training requirements and needs.
  
• Participates in the Arizona Management System (AMS) initiatives and applies the concepts to the function. Develops and recommends Standard Work (SW) for HR processes. Identifies continuous improvement opportunities in order to contribute to customers' expectations, as well as to the HR team. Ensures effective measures to demonstrate continuous performance and efficiency progress.
  
• Serves as the lead to other functional areas of the team and back-up to the agency CHRO
  
• Other duties as assigned as related to the position.

• State personnel rules and guidelines and/or HR policies and procedures, federal and state laws pertaining to discrimination and equal opportunity, Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), classification and compensation, recruiting, performance management, employee relations, investigations.
  
• Arizona Management System (AMS)/LEAN methodologies.

• Bachelor's degree in Human Resources, Business or Public Administration, Organizational Development or closely related field.
  
• Minimum 5 years’ experience in a generalist role and/or leadership.
  
• PHR/SPHR or SHRM-CP/SHRM-SCP Certification.
  
• Experience with LEAN/Six Sigma or other continuous improvement methodologies.
  

• Background and reference check, including a state and federal criminal records check
  
• Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
